MINUTES <br />PLANNING COMMISSION <br />JULY 13, 2000 <br />Mary Lou Kostecki, LaBore Road, appeared before the Commission. <br />Kostecki submitted a letter from Florence Radford, 685 Keller Parkway, in <br />opposition to the variance. Mrs. Radford was present at the meeting, but <br />asked that Mrs. Kostecki represent her. Mrs. Radford was concerned with <br />lights from vehicles shining into her property as well as access for snow <br />removal, emergency vehicles, as well as garbage trucks. Mrs. Kostecki <br />pointed out that Frattalone Excavating is located in the City, and suggested <br />that this company be contacted for an opinion as to installation of a <br />driveway from Keller Parkway. Kostecki felt there would be creative <br />ways to get the access in from Keller Parkway. <br />Kostecki read a letters both dated July 13`x' from Morris and Beverly <br />Jespersen, 651 LaBore Road, and from Nancy and Jerome Carroll, 670 <br />LaBore Road, in opposition to the variance. <br />Kostecki read a letter from her and Paul Kostecki dated July 13`x' in <br />opposition to the variance. <br />Keis asked if the driveway would be workable with an 11% grade. <br />Leonzal replied that it would be impractical. <br />Beetman again pointed out that the driveway from LaBore Road can be <br />pulled back up to 30 feet from the adjacent property lines. <br />Keis acknowledged that this is a very sensitive issue for the neighborhood. <br />He pointed out that there are two ways that the Planning Commission can <br />handle the situation. The first would be to rule on the issue one way or the <br />other and send it on to the City Council. The second would be to table the <br />matter for one month to allow time for the neighbors to get together with <br />the O'Neil's to see if a solution can be worked out. <br />Montour suggested that the O'Neil's and their representatives set up a <br />meeting with the neighbors to discuss the options. <br />Barraclough also pointed out that there are many lots on Keller Parkway <br />with steep grades, and there has been some creativity used on these lots to <br />address access issues. <br />Keis asked if the O'Neil's were willing to work with the neighbors to see <br />of a compromise could be reached. Mr. O'Neil replied that he would <br />work with the neighbors. Mr. O'Neil reported that he would provide <br />fencing and screening to lessen the impact of the driveway. He also noted <br />that he wished to retain as many trees on his property as practical. <br />
