MINUTES <br />PLANNING COMMISSION <br />OCTOBER 12, 2000 <br />the City to review sign placement, etc. and set any conditions it deems <br />necessary. The Planner recommended approval of the text amendment but <br />suggested that the City Attorney comment on the issue of liability for the <br />City as the result of having a sign in the public right-of--way. <br />Montour asked if the City had the authority to revoke a license for a sign <br />should it determine it necessary to do so. The Planner replied that the City <br />would have this authority. <br />Carson recommended approval of the text amendment allowing residential <br />project monument signs on private property as well as within the public <br />rights-of--way subject to compliance with the recommendations of the City <br />Planner as outlined in his report dated October 9, 2000. <br />Motion seconded by Kraemer. <br />Motion carried 6 - 0. <br />AMEND CUP - Mr. Michael Melloy, Coliseum Billiards, appeared before the Commission <br />2900 RICE STR. - requesting an amendment of his Conditional Use Permit so that he can <br />COLISEUM extend his hours of operation from 12 Midnight to 2 a.m. Melloy reported <br />BILLIARDS that he has finally received all his equipment for the billiard hall and <br />expects it to be installed within the next few days. As a result, he would <br />like to start running tournaments and leagues. Melloy reported that <br />tournament and league play could run over the 12 Midnight closing time. <br />Therefore, he would like to be allowed to remain open until 2 a.m. Melloy <br />also reported that his competition is open anywhere from 2 a.m. to 4 a.m. <br />to all night, which is another reason to extend his hours. <br />Knudsen asked if there have been any issues with police calls, etc. to the <br />billiard hall. Melloy reported that everything is running smoothly. He did <br />have one incident where Ramsey County ran a license plate check on a <br />vehicle in the parking lot and picked up the owner of the vehicle from the <br />billiard hall. He had one other complaint in that a patron had left their dog <br />in a car, and the Sheriff was called to check into the welfare of the dog. <br />Barraclough reported that he has visited the billiard hall and was very <br />impressed with it and the operation that Mr. Melloy is cunning. <br />Duray suggested that City staff check on the number of police calls to the <br />billiard hall and present that information to the Council when this matter is <br />before them. Melloy felt that was a good idea. <br />
