MINUTES <br />PLANNING COM1Vi <br />OCTOBER 12, 2000 <br />The City Planner indicated that hours of operation are subject to the City's <br />permitting authority. The CUP for the billiard hall was approved <br />previously with discussion at the time that a future review would be <br />possible to discuss extending the hours of operation. The Planner <br />suggested that if the Commission is inclined to extend the hours of <br />operation, it could add a clause calling for review of those hours after a <br />period of time. <br />Melloy acknowledged that there is a stigma attached to pool halls, but <br />reported that he runs a tight ship and people are aware that there is zero <br />tolerance for certain activities at his business. <br />Duray pointed out that the bars close at 1 a.m. Extending the hours of <br />operation for the billiard hall to 2 a.m. may result in bar patrons coming <br />over to the billiard hall. Melloy reported that dealing with him under <br />circumstances such as Mr. Duray is suggesting would be a sobering <br />experience. Melloy again reported that he runs a tight ship. <br />Mr. Barraclough recommended approval of the amendment to Conditional <br />Use Permit extending the hours of operation for Coliseum Billiards to 2 <br />a. m. subject to a six-month review of the CUP and instructing staff to <br />provide the City Council with Sheriff s reports for Coliseum Billiards. <br />Motion seconded by Kraemer. <br />Motion carried 6 - 0. <br />CUP - Mr. Tom Conroy, owner of 433 Little Canada Road, and Kurt Adamson, <br />433 LITTLE K & J Catering, appeared before the Commission requesting approval of <br />CANADA a Conditional Use Permit allowing a commercial recreation use serving <br />ROAD - alcoholic beverages. Adamson reported that he currently has a liquor <br />K & J CATERING license through the City of North St. Paul as well as a Catering Permit. <br /> Adamson reported that he would like to operate the rental hall at 433 Little <br /> Canada Road, and would like the CUP so that he can sell liquor as a part <br /> of catering provided for weddings, etc. <br />Knudsen asked the hours of operation for the rental hall. Adamson <br />reported that he cannot sell liquor after Midnight. He also pointed out that <br />he has an off-duty police officer present at all rental occasions where <br />alcohol is served. <br />Montour reported that Betty Strohbeen asked that he inform the <br />Commission that she had no objection to the request before the <br />Commission. <br />
