Regular Meeting - February 2, 1954 <br />UNFINISHED PREVIOUS BUSINESS <br />Mayor Melancon requested that Mr. Loeffler and. Mr. Vitale, <br />a committee of two appointed at the last regular meeting tc obtain <br />information with reference to police protection, now make a report. <br />Mr. Vitale submitted the following report: That Sheriff Gibbons <br />informed him that the Sheriffs office is presently trying to ob- <br />tain cooperation of all independent municipal units in Rural Ramsey <br />County for the purpose of enlarging th.e Sheriffos facilities in <br />both men and equipment on a basis of mutual financial support by <br />both these independent units and the counY.y. He said that the Sher- <br />iff requested that Little Canf:.da proceed slowly and keep in contact <br />with his office to find out what progress is made in the next few <br />zaeeks in the Sheriffs program. <br />There followed considerable discu>sion among the members <br />of the Council. and some questions were asked of and answered by the <br />village attorney. Following this discussion, it was informally <br />agreed among the members of the Council that Mttyor Melancon should. <br />contact the Sheriff and ask him to meet with the Council at either <br />a special or regular meeting for the purpose of discussing the mat- <br />ter of policing 1n Rural Ramsey County and in the V1l.lage of Little <br />Canada., It was understood that th.ia matter is left in the hands of <br />the mayor who w11.1 report back. to the Council, <br />Mr. Lond.in, the Building Tnspector, reported to the Corzn- <br />cil advising tizat he .had ,just issued the first building permit in <br />the Village of Little Canada. This permit is issued for the purpose <br />of repairing the Costello property where afire had occurred. in <br />early December. <br />The Village Attorney informed the Board that he ha.d con- <br />sulted Mr. I,ondin vaith reference to the building code and that they <br />are working upon a revision of the code. He pointed out that the <br />Town of Nero? Canada had revised its building code so as to absolutely <br />prohibit construction of homes on any building site sma7.ler in area <br />than ten thousand feet or having a frontage of less than seventy-- <br />five feet. He explained that the provision regulating the size of <br />building sites wa.s very important in order to forestall the develop- <br />ment of a sanitary sewage disposal problem within the Village. He <br />indicated that he would report further a.t the next meeting. <br />The next order of unfinished business was the question per- <br />taini.ng to the division of assets between the Village and the Town. <br />According to the minutes of the ,joint meeting held betroeen the Vil- <br />lage Council and the Town Board, it was incumbent upon the Council <br />at this meeting to decide what it would. do with reference to legal <br />counsel for the purpose of this division of assets. Councilman <br />Spoaner asked Mr. Memmer what his reaction to this problem r~ras. P4r. <br />Memmer advised the Council that he is the Village Attorney and would <br />prefer to act for the Village on all legal matters and. legal problems <br />for which it requires legal counsel. He explained at considerable <br />length his kno,aledge of the problem of division of assets pointing <br />out that he ha.s already consulted the Public Examiner and other <br />state and county officials gathering information and advice perti- <br />nent to the subject. Mr. Memmer further pointed out that he would <br />prefer to terminate his duties as attorney for the Town rather than <br />3 - <br />
