MINUTES OF A SPECIAL HEETII~rG <br />OF' TH:E VILLACxE COUNCIL OF <br />THE VILLAGE OF LITTLE CAiTADA <br />dE ~ to aE ,~ ae ae ~ <br />Pursuant to notice given, a special meeting of the <br />Counci'1 of the Village of Little Canada wa.s held on !^lednesday, <br />April 21, 1954, a.t the Little Canada Fire Hall at 7;00 P.M. <br />The fo17.o*aing Council members were present: <br />Louis ~P. Mela.nson, Mayor; Roy P. Nadeau, <br />Clerk; Edward R. Loeffler, Carl Spooner, <br />Trustees. <br />John M. Vitale, Trustee, lass absent. <br />The Mayor called the meeting to order and pointed out <br />that the purpose of this meeting was for conaicleration of ru7.es <br />and regulations for platting and_ d.eveloprnent of property and for <br />the opening and construction of streets. <br />The discussion was opened by Mr. Hemmer, village attor- <br />ney, a.nd. Mr. Londin, building 7.nspector. They presented a. number <br />of proposals in th.e form of rules and. an ordinFZnce which had al- <br />ready been adopted by other units of lnca.l government in Ramsey <br />County. <br />The Mayor interrupted the discussion of the matters for <br />wJzich the meeting had been called when Mr. Lance Stipes of 2430 <br />Rice Street appeared before the Council and. sal.d that he was pre- <br />sent because the building inspector had visited his premises and <br />told his son that certain local rules and laws were being violated. <br />k4r. Stipes said that he didn°t knoor*rThat was wrong so the Mayor <br />asked. the building inspector to inform the Council. The building <br />Inspector. stttted that he ha.d acted upon complaints from people in <br />the area who stated that Mr. Stipes has located on his property two <br />or moo°e hoo.se trailers and is a7.so keeping some horses z~?hich are <br />stabled close to a neighbor°s home. The building inspector went on <br />to point out that the building code specifically prohibits house <br />trailers to be located anyo,here except in a licensed trailer park <br />and that the state law provides that oaherever two or more trailers <br />are loca.tod on a property, it constitutes a trailer park and comes <br />under the requirements of state licensing. After considerable dis- <br />cussion, Mr. Stipes signed a written agreement a.s follows: <br />°1I, LANCE STIP_~'S, hereby agree that the <br />trailers, carnival ea,uipment, livestock, <br />and other machinery, etc., will be removed <br />from my property on Rice Street and Plovaer <br />Street by May 10, 1954 and the use of this <br />property after September 1, 1954 wi7.1 be in <br />conformity with all local and state laws and <br />regulations.f1 <br />
