Special Meeting - Ar~~•i1 21, 1954 <br />The building inspector announced that he oaould take this agreement <br />which Nir. Stipes signed in the presence of th.e Council, and explain <br />to t.Pze complaining neighbors that DSr. Stipes, who is in tlae carnival <br />business, taould be on the road. commencing Ma.y 10th a.nc9 that a.l.l ob- <br />,~ectionabl.e equipment will be removed by that date. <br />Mr. Ca.r.ley, the village engineer, was present and he was <br />asked by the mayor to explain the proposals zenith reference to street <br />construction, platting, a.nd. so forth. Mr. Carley explained that many <br />years ago the townships had so fetia new streets opened that It wa.s <br />really no fina.nci.al burden. on the township to grade the street and <br />put a surface of gravel upon it. He described. in detail how things <br />have changed. since those days and that naor, because bulldin~; space <br />is at a premium within the city limits, residential development ha.s <br />reached a very high rate throughout the entire county. The villages <br />and. townships find themselves absolutely zaithout funds to construct <br />any streets and tarith basely enough money to maintain the streets tl•zey <br />already have. He said that experience with these new ru7_es where they <br />have already been put in force sho~,~s that the type of development is <br />much more carefully planned a.nd well thought out tria.n it was before. <br />lie explained that while many people would feel thst this was an impom <br />sitian upon the owner of unplatted 1a.nd, that in fact, it was a <br />great help to him. These rules place a.7.1 owners and. developers on <br />an equal bas9.s. The purchaser of a homesite or a new home knows in <br />advance that he's going to have a good street and the cost of building <br />a good street is simply added to the cost of tl~e lot and the house. <br />These regulations tai11 actua.l7_y raise the value of all of the proper- <br />ty 1n the village and. in those few instances tahere the proper prepara- <br />tion of streets cannot be accomplished financially, the answer pro- <br />bably is that the property i.s not f9.t for or is not ready for platting. <br />After Mr. Carley completed his explanations he was asked <br />a number of questions, all. of which he anszrered satisfactorily. Tn. <br />the course of his remasks Mr. Carley explained that the Town of zAhite <br />Bear and the Town of A?ew Canada have already adopted .regulations re-~ <br />qu.i.ring th.e surfacing of new streei;s, and. the Village of New Brigl.~ton <br />has also adopted such regulations, It is expected that by next week <br />the Village of Roseville will adopt these regulations. <br />Upon motion by Spooner., seconded by Loeffler, it was <br />"RESOLVED, that the rules and regulations <br />for the platting and development of property <br />and future opening and construction of streets <br />in existing plats in the V3.11age of Little <br />Canada. be and are hereby adopted as 'presented <br />by the Village Engineer, and. the said rules <br />are in force from and. as of the date of thj.s <br />resolution. and tl:zese rules, a copy of which <br />is made a. part of the minutes of this meeting, <br />shall. be made available to the public by the <br />Village Clerk upon request, No buil.d.irig per- <br />mits will be issued by the building inspector <br />unless the street upon which the building site <br />fronts ha.s been accepted for maintenance pur- <br />suant to the rules herein adopted, and the Clerk <br />- <br />
