MIIQUTES OF THE MEETING
OF' THE VILLAGE COiJNCIL OF THE
VILLAGE OF' LITTLE CANADA
~ tr as ar a~ ~
The regular meeting of the Council of the Village of
Little Canada was held at th.e Little Canada Fire Station on
Tuesday, June 1, 1954 at 7;30 P.2d. The following Council mem-
bers were present;
Louis W. Melancon, Mayor; Roy P. Nadeau,
Clerk; John M. Vital©, Edward R. Loeffler,
Trustees.
Carl Spooner, Trustee, was absent.
The first order of business was a discussion with ref-
erence to the proposed new Highway #10 a.s it would intersect
Little Canada Road in practically the center of the Village. About
seventy local residents were present. A number of questions were
asked. Mr. Kenneth Hillestad, wh.o is building a new home on
Savage Lane, wanted to know what would be done, if anything, to
prevent stagnant water in Savage Lake as a result of a fill put
through the middle of the lake for the new highway. It was indi-
cated that the highway department had put large culverts in Goose
Lake and would probably do the same thing in Savage Lake. It was
agreed that this would be called to the attention of the highway
department.
After considerable discussion and an explanation by the
village attorney, those present who wished to do so signed a pe-
tition stating as follows: "IhTe, the undersigned residents of Lit-
tle Canada, request that the highway department provide in the
cormruction of Highway X10 a grade separation or install traffic
control lights at the intersection of that highway with Little
Canada Road." Fifty-~q~~(5~) people signed this petition.
The clerk presented to the Council an application by Mr.
Ralph Ke1be of 2576 Edgerton Street for an on and off sale beer
license at that address. The clerk stated that he had checked
with the sheriff's office as he had been instructed to do by the
Council as a matter of policy, He also checked with the county
auditor's office and found that all taxes had been paid. The sheriff
Informed the clerk that he had written a letter to the mayor and
Council. At that point the mayor produced the letters which he ha.d
received from the aheriff,s office with reference to the Kelbe li-
cense. A letter dated i.a1 January very emphatically insisted that
the Council should not give a license to Ralph Kelbe or any member
of his family, A later letter dated in A4ay by the sheriff stated that
the sheriff d1d not wish to attempt to influence th.e ,judgment of the
Village Council. After the reading of these letters, the mayor
asked if anyone in the audience wished to make any comment on this
subject. There was no response and the mayor said that if there
was no obJection, this application would be laid over until the
