3 <br />MINUTES OF THE MEETING <br />OF THE VILLAGE COUNCIL OF THE <br />VILLACrE OF LITTLE CANADA <br /> <br />The regular meeting of the Council of the Village of Lit- <br />tle Canada was held at the Little Canada Fire Hali on Tuesday, <br />February 1, 1955 at 7:30 P.M. The following Council members were <br />present: <br />Louis W. Melancon, Mayor; Roy P. Nadeau, Clerk; <br />Carl Spooner, John M. Vitale, Trust:ees. <br />F,dward R. Loeffler, Trustee, was absent. Also present were Fred <br />P. Memmer, Village .A.ttorney, Oscar F. Londin, Building Inspector, <br />and Al C. Johnson, Electrical Inspector. <br />The riinutes of the regular meeting of January Ll.th were <br />approved as read, <br />Mr. Francis Garceau, 2?_10 Desoto Street, outlined a problem <br />which he suggested the Council should give some attention to. Mr. <br />Crarceau pointed out that, he is a building trades woa°]ter, that he <br />resides in Little Canada, and that on numerous occasions he has been <br />unable to work on construction projects in the City of St. Paul be- <br />cause that city has an ordinance giving preference to workers re- <br />siding within the city. Mr. Garceau suggested that the Council of <br />Little Canada should adopt an ordinance giving preference on all <br />village work to residents of the village. After some discussion <br />between Garceau and the Council it was informally decided that after <br />Mr. Garceau sees some of the other governing bodies in the county, <br />the Council of Little Canada would be willing to cooperate along the <br />line suggested if other municipalities do likewise. <br />Mr. J. L. Johnson of 999 St. Paul Avenuz in the City of <br />St. Paul explained to the Council that he owns land on the South <br />side of County Road B2 between Edgerton and Arcade Streets and that <br />hi.s property extends from County Road B2 to Highway 736. This par- <br />ticular land was purchased from the late Peter Ducl~arme. Johnson <br />stated that he would like to divide this property into lots with <br />80 ft. fronts instead of the 100 ft. lots required by the Village <br />at the present time. After some discussion the Council indicated <br />without any formal action that it was not disposed to make any <br />change in the building code as it now stands and that if Mr. John- <br />son intends to build, he will have to have lots with 100 ft. street <br />fronts, each lot containing at least 22,000 sq. ft. <br />JoluZ Vitale reported on behalf of the committee consist- <br />ing of h.tmseif and Edward Loeffler with reference to the granting <br />of privileges for installing natural gas to Northern States Power <br />Company as follows: Mr. Vitale reported that he had talked with <br />Mr. Cleo Smith Mayor of the City of White Bear, and that Mr. Smith <br />indicated the Louncil in White Bear is ready to enter a franchise <br />or contract for use of the streets with Northern States Power Com- <br />pany. lIe also stated that the Council of Wllite Bear has been <br />
