nnINUTES oI~ SPECIAL Mr-.ET.ING <br />OF TTIE VILLAGE COUNCIL OF <br />TIME VILLAGE OF l.l`I'TLE CANADA <br />A special meeting of the Council of the Vil7.age of Lit- <br />tle Canada was held on Wednesday, April .?_0, 1955, at 7:3~ P.M, at <br />the Little Canada Fire Hall. The following rnembers were presents <br />l.oui.s VJ. Melancon, Mayor; Roy P. Nadeau, Clerk; <br />Edward R„ Loeffler, Carl Spooner, John M. Vitale, <br />Trustees, <br />Also present were Walter Coenen, Assistant Cierk, and Louis Jesper- <br />son, Road Foreman. <br />A dog licensing ordinance drawn up and submitted by the <br />Village Attorney at the request of the Counci.t was read at length <br />by the Cleric. The Cleric also read a letter from Emmett Williams, <br />Superintendent of School District ~f3, stating that alt.hoggh they <br />had had trouble with dogs arowld the Little. Canada Public School, <br />the owners had been identified and cautioned to keep their dogs at <br />home and these people cooperated to the extent that there has been <br />very little trouble at the school since then. <br />At this point Mayor Mel.ancon asked for cornments from the <br />public who were present at the meeting. Waiter Gustafson, 63j E. <br />Viking Drive, stated he favored a dog ordinance and suggested that <br />all dogs be innoculated against. rabies at least once a year. He <br />suggested certain revisions in the ordinance as read. <br />nQr. Dave O,Keefe of 111.7 E. County Road C. stated that he <br />owns thoroughbred dogs which he keeps penned up at all times and <br />indicated that he doesn~t believe any ordinance should require such <br />dogs 'Co be licensed, lie also indicated that requiring female dogs <br />to be penned up or sent to kennels during certain periods con.sti- <br />t.utes sufficient regulation to clear up the dog problem. <br />Mrs. E. Schabert, 109 Blutvood Avenue, opposed a dog ordi- <br />nance providing for licensing but suggested that during mating sea- <br />sons ail dogs be required to remain on the ownerso premises. She <br />added she moved out of the city so they could have a dog for their <br />children and thought that if dog owners were made responsible for <br />damage their dogs do, the damaged parties could obtain proper re- <br />muneration and not require the vrhole village to suffer for the care- <br />lessness of a few. <br />Mrs. Floyd Patten, ?_?_2 Little Canada Road, favored a dog <br />registration ordinance to permit identification of dogs but she op- <br />posed provisions which would require dogs to be leashed, <br />Mrs. I{, 13elair, '70`7 LaI3ore Road, thought that all dogs <br />should be penned up during the swnmer months because of damage they <br />do to other peoples property. She thought licenses are not the an- <br />swer since one cannot geC near enough to a dog to read the license. <br />
