Special Meeting - September ?_'7, 1955 the Village would be involved in a large debt and would have to strug- gle along with the operation of an unsuccessful business trying to make it pay off or e3.se absorb the loss through other tax income. In short, the Council felt that, it was highly probable that the estab- lishment of a, municipal liquor store in Little Canada would easily re- sult in a financial disaster i'or the Village. On the other hand, the Council recognized unanimousi.y that the income of at least ~~3,000 and possibly more from the granting of liquor licenses would almost perdiit a 50J reduction in local taxes next year. After carefully weighing and considering all of the factors in- volved in the problem, the Council asked Mr. Hemmer to give them some information on the various state laws with reference to private sale of intoxicating liquor. Nir. Hemmer explained the various provisions of the state law with reference to licensing and answered many ques- tions that various Council members posed. It was generally agreed that licenses should not be granted in the vicinity of the church and the schools within the Village. Upon motion by Vitale, seconded by Spooner, it v/as "RI:50LVEll, That the Village of Little Canada shall 1lcense privately ov/ned on-sale and off-sale liquor dispensaries within the Village according to law as provided by the statutes of the State of INinnesot.a, anti that; the Village Attorney be and is hereby instructed to prepare and submit to the Council at it,s next meet- ing a proposed ordinance for the purpose of licensing and regulating the sale of intoxi.cat.ing liquors within the Village."
