MINUTES OF THE MEETENG <br />OF THE VILLAGE COUNCIL OF THE <br />VILLAGE OF LITTLE CANADA <br />~ ~ ~ <br />The regular meeting of theCouncil of the Village of Little Canada, was <br />lxeld at the Little Canada Fire Hall on Wednesday, July 8, 1959, at 7:30 p.m. 'rhe <br />following Council members were present: <br />Louis W. Melancon, Mayor; Walter F. Coenen, Clerk, <br />Edward R. Loeffler, John M. Vitale and Carl Spooner, Trustees. <br />Also present were Fred P. Memmer, Attorney, Richard Boss, Treasurer, Louis Jespersen, <br />Road Superintendent, and Oscar Londin, Building Inspector. <br />Minutes of the regulat meeting of June 10, 1959 and the special meeting <br />of June 24, 1959, were approved as read. <br />Dolores Egan of 39 Viking Drive, appeared before the Council to request <br />that Minnesota Avenue, east of Rice Street be opened and constructed. She was advised <br />that this could be done only by petition of the property owners abutting the street, <br />and that the cost would be assessed against their properties. <br />Upon motion by Vitale, seconded by Coenen, it was <br />"RESOLVED, that the Village Engineer make an <br />estimate of the cost of constructing Minnesota Avenue <br />and report his findings to the next regular meeting. <br />Ayes - 5 Nays - 0 <br />The resolution was adopted. <br />Victor Gordon of 11 E. Little Canada Road, appeared with Mr. Sampson. of <br />the Soo Line Railroad. Mr, Gordon asked permission of the Council to establish on his <br />property, for a temporary two-year period, a side track and unloading area for the <br />shipment of water pipes to be used by the St. Paul Water Department in constructing the <br />new conduit from Lake Vadnais io the McCarrons Filtration Plant. This storage area <br />would be used between the present time, and July 1, 1961. Mr. Sampson explained that <br />it was necessary to get this pipe shipped in now because construction of the new Highway <br />makes it necessary to install portions of tlxe new conduit immediately. The Village <br />Attorney advised the Council that it would be better to give a temporary variance permit <br />than to make a permanent rezoning. Mr. Vitale explained that he wzvs willing to grant <br />this permission, but thought the Council would receive complaints from people living in <br />the area. <br />Upon motion by Melancon, seconded by Spooner, it was <br />"RESOLVED, that a temporary permit be and is hereby <br />granted to Victor Gordon of 11 E. Little Canada Road, to <br />permit the installation on his property adjacent to, and <br />abutting upon tlxe west right-of-way line of the Minneapolis, <br />St. Paul and Sault Ste. Marie Railroad on the north side <br />of Little Oanada Road, for a period of two years, commencing <br />on July 1, 1959, and ending July 1, 1961, for a distance of <br />200 feet west from said right-of-way line parallel to the said <br />Railroad for the full distance north and south of the said <br />
