REGULAR IVfEETI1dG OP LI'1'TLE CANADA VILLAGli COUNCIL = SEPTEIyI13ER ~. 1960 <br />The meeting was called to order by Iviayor Melancon at '7s30 P.Ivi. Present <br />were: Mayor Melancon, Walter Coenen, Ed Loeffler, Carl Spooner and John Vitale. <br />Jesperson. <br />Also present were:; Richard Boss, Fared Memmer, Oscar Londin and Louis <br />'1'he minutes of the regular meeting of August 10th, 1960, and the special <br />meeting of August 2¢, 1960, were read and approved. <br />Mr. ]3entley, a building contractor, presented plans for a proposed liquor <br />store on the corner of Little Canada Road and Rice Street. 'Phe Building Inspector <br />stated that he had been advised by the Village Attorney to have 73ent1ey clear this <br />matter with the Council before issuing a building permit. '1'he Village Attorney <br />explair~.ed that his reason for so doing was that he knew that the ovrner of the property, <br />Itoy Guerin, intended to sell part of the property' to Standard Oil Company for a new <br />filling station and. to use the proceeds of such sale for the l.i.quor store building. <br />fI'he Village Attorney also knevr that if a building permit were given and the work <br />commenced before the question of a f.'illi.ng station was settled, Mr. Guerin could <br />very we71. get into a difficult financial situation. After this explanatbn by the <br />attorney:; t~4r. Harry .[3rooks, representing Standard Oil Company, stated that hi.s <br />company has entered into a ].ease agreement with the right to purchase and that it <br />vras their intention to erect a fill:i.ng station, the cost of which, when fully <br />equipped, would approximate ~E50,000.00. He said his company had paid a very sub- <br />stanti.al price .for this location and that they have been studying traffic patterns <br />in this area, since 1958. The Council explained that they were not at all sure that <br />they wanted to authorize a filling station at this location £or several reasons, <br />includ.i.ng possible widening o£ Rice Street and passible widening of Little Canada <br />Road, also the traffic hazard involved in having entrances to a f.'i.lling station on <br />both sides of this kind of a corner; and, furthermore, the fact that once a cornex <br />is devoted to a fi7.ling station, mxast of the adjacent land is blighted and more <br />valuable use is potentially interfered with, <br />ITpon motion by Spooner, seconded. by Vitale, it was <br />RESOLVED, `Chat the requests .for building permits for both the £i7.ling <br />station and the liquor store be tabled untia the October meetirxg to g2ve the Village <br />Council an opportunity to thoroughly study the entire situation. <br />Ayes - 5 Nays - 0 <br />A petition vaas presented to the Council by a resident south o£ Highway 36, <br />said petition being for the purpose of detaching the area bounded by Edgerton Streeb, <br />Cowzty Road (3, McMenemy Street and Highway 36 from Little Canada and annexing same <br />to I+Zaplewood. <br />i7pon motion by Vitale, seconded by Spooner, the petition vras received and <br />referred to the Village Attorney for examination as to sufficiency; and, if Found to <br />be satisfactory, the attorney is to draft the necessary concurrent ordinance required <br />to accomplish such detachment and annexation and. present same to the Council at its <br />regular October meeting, <br />Ayes - 5 Nays - O <br />
