HomeMy WebLinkAbout10-12-60 Council MinutesREGULAR MEETING OF LITTLE CANADA VILLAGE COUNCIL - OCTOBER 12. 1960 The meeting was called to order by Mayor Melancon at 7:30 P. M. Present were: Mayor Melancon, W. Coenen, J. Vitale, Ed Loeffler and Carl Spooner. Also present were: Fred Memmer, Louis Jesperson and Richard Hoss. The minutes of the regular meeting of September 14, 1960 were read and approved. The Clerk read a Petition which had been presented to him by Roy Guerin who is asking the Council to grant a permit for a filling station at Rice Street and Little Canada Road. The petition had twelve signers. The Clerk then read a Petition which had been presented to the Mayor containing fifty-six signatures which were opposed to the filling station on Riee Street. At this point, Mr. Guerin pointed out that the size of lot he wishes to sell or lease to Standard Oil Company is 132 x 115, not 108 x 108, which were the figures he had given the Council at the previous meeting. The Clerk then read a written report to the Council concerning traffic problems and property use policy for Rice Street. After considerable discussion, the matter was laid over. Upon motinn by Vitale, seconded by Loeffler, it was RESOLVED, that Guerin~s request to authorize a filling station on Rice and Little Canada Road be heard at a special meeting to be held Wednesday, October 26, at x:30 P, M. Upon motion by Vitale, seconded by Loeffler, it was RESOLVED, that the Council take under advisement the matter of establishing a Planning Commission and that this matter be discussed again at the next meeting. Ayes - 5 Nays - 0 The Village Engineer presented the assessment roll for the construction work on County Road B-2 (Flower Street east from Rice Street for a distance of 1,200 feet. The assessment roll having been presented by the engineer, the Village Attorney then went into detail as to how this assessment was arrived at so that everyone present would be aware of the various items that made up the cost and the manner in which it was divided. Mr. Larry Nelson, attorney for Mr. and Mrs. Auge, stated that his clients had no objection to the assessment or to the construction work but pointed out that several matters should be corrected before the job is deemed to be finished. Mr, and Mrs. Karp stated that they felt that some work should be done where their driveway intersects the street. Upon motion by Vitale, seconded by Spooner, it was RESOLVED, that the assessment roll as presented by the Village Attorney and the Village Engineer be, and the same is hereby, fully approved as presented; and, -1- the Clerk be, and is hereby, directed to forward a copy of this Resolution to the County Auditor together with the assessment roll; and the rate of 5% per annum is to be applied to these assessments calculated from the date of this meeting. Ayes - 5 Nays - 0 Upon motion by Spooner, seconded by Loeffler, it was RESOLVED, that the Road Superintendent, Mr. Jesperson, be, and is hereby, instructed and directed to make the necessary minor corrections on the driveways of both Auge and Karp so that the items complained of at the assessment hearing. would be properly corrected. Upon motion by Vitale, seaonded by Spooner, it was RESOLVED, that the Village Attorney be, and is hereby, instructed to draw the necessary ordinance if we do not now have authority to prohibit parking on the north side of County Road B-2 from Rice Street eastward for a distance of 800 feet. Mr. Roy Wilson presented himself and asked the Council to accept the streets as they have been completed in his Addition. Upon motion by Vitale, seconded by Spooner, it was RESOLVED, that the streets in Wilsonss Addition, which were built pursuant to agreement with the Village, and upon which construction work has now been completed, be, and the same are hereby, fully approved and are hereby accepted froar Mr. Roy Wilson for ownership and maintenance as public streets within the Village of Little Canada. Ayes - 5 Nays - 0 The Clerk read a request from the County asking that the Village indicate what streets, if any, were to be maintained for snow removal by the County during the coming winter season. Upon motion by Mayor Melancon, seaonded by Loeffler, it was RESOLVED, that a list of Village streets be forwarded to the County of Ramsey with instructions to the County to provide snow removal and sanding during the coming winter season. Ayes - 5 Nays - 0 The report of Sheri££ Hedman~s office of police work done during the month of September was received and placed on file. IIpon motion by Loeffler, seconded by Vitale, it was RESOLVED, WHEREAS, pursuant to the provisions of Chapter 686, Laws of 1959, citizens of the Village of Little Canada located in the area south of Highway36 between Edgerton and McMenemy Streets have presented a Petition for detachment of their area £rom the Village of Little Canada for the purpose of annexing same to the Village of Maplewood; and, WHEREAS, the said Petition has been thoroughly checked by the Village Attorney for the Village of Little Canada and has been reported to be in proper form and order; and, WHEREAS, the Attorney further reports that the said Petition contains the signatures of the owners of more than 2~3 of the area proposed for such detachment and annexation; BE IT RESOLVED, that the Council of the Village of Little Canada, duly assembled in regular meeting on the 12th day of October, 1960, does hereby detach from the Village of Little Canada that portion of said Village described ass All that part of the Village of Little Canada contained within the area bounded on the north by the south right- of-way line of Highway 36, on the east by the center line _3_ of Edgerton Street, on the south by the center line of County Road B and on the west by the center line of McMenemy Street extended to the south right-of-way line of Highway 36~ and the Council does hereby approve the annexation of said area to the Village of Maplewood as petitioned by the petitioners herein; and, £urther, that the Clerk is instructed to prepare certified copies of this Resolution and forward one° copy thereof to the Village of Maplewood for the purpose of obtaining concurrent action of the Council of said Village of Maplewood and that, after such concurrent action has been taken by the said Council of the Village o£ Maplewood, that the Clerk o£ Little Canada forward certified copies of this Resolution, together with the fact of Maplewood's concurrence, to the State Commission on Municipal Consolidation and Annexation for approval lby that Commission as required by the said Chapter 686, Laws of 1959• Ayes - 5 Nays - 0 Upon motion by Spooner, seconded by Loeffler, it was RESOLVED, that the amount o£ money to be raised in the Village o£ Little Canada by means of general taxes upon all taxable property in the said Village to be collected as 1959 taxes is hereby set at $10,000.00 total, said sum being composed of the general fund in the amount of $9,561.91, civilian defense fund $250.00 and Public Employees Retirement Fund $188.09; and the Clark is hereby authorized and directed to forward a certified copy of this resolution forthwith to the County Auditor of Ramsey County. Ayes - 5 Nays - 0 The Clerk then read a letter from the League of Municipalities announcing a regional meeting to be held in Maplewood on Thursday, October 13th. The Clerk read a letter from Independent School District No. 623 relating to the traffic problem on Rice Street and County Road B-2 during those periods in the morning and afternoon of each day when the school busses are bringing children to and from Capitol View Junior Righ. It was pointed out to the Council that the School Superintendent had written a letter and then later Followed it up with a rather caustic newspaper story complaining that Roseville and Little Canada had refused to do anything about the traffic problem. The Clerk then went on to explain that the sheriff's office, having been advised of the matter, set up one man to direct traffic for about an hour in the morning and an hour in the afternoon at the corner of Rice and B-2. The Clerk then read a letter received from the North Star Bus Company requesting permission of the Village of Little Canada to operate a bus line northward on Rice Street from Little Canada Road to North Owasso Boulevard. Upon motion by Vitale, seconded by Loeffler, it was RESOLVED, that permission be, and is hereby, granted to the North Star Bus -4- Company to operate its public service bus line on Rice Street from Little Canada Road northward to the north Village limits AYe$ - 5 N&Ys - ~ The Glerk advised the Council of election on November 8th and the Council authorized the appointments of Judge and Clerk for the election. Mr. Memmer pointed out that he had written a letter to the City Water Department demanding on behalf o£ the Village of Little Canada that work be done to repair Eli Road, Desoto Street and LaBore Road between Centerville Road and Edgerton Street since these streets were heavily used by detoured traffic during the periods when Centerville Road and Little Canada Road were closed becuase of construction of the water line. Upon motinn by Vitale, seconded by Loeffler' it was RESOLVED, that the Villa ge Engineer make an estimate of repair work needed on Eli Road, Desoto Street and LaBore Road between Centerville Road and Edgerton Street and that when such estimate hsa been prepared, that it be turned over to the Village Attorney to be forwarded to the St. ]Paul City Water Department. Upon motion by Vitale, seconded by Melaneon, it was RESOLVED, that the Clerk and the Treasurer be, and are hereby, instructed to pay the second half of the fire protection contract fee to the Little Canada Volunteer Fire Department.
