Little Canada Road, on January 10, 1962 at <br />j:3U P.1I. The following Council members were present: <br />Carl Spooner, Ntayor; ";falter P. Coenen, Clerlt; John Vitale and Edward Loeffler, <br />'irustees. <br />Also present were: Frederick P. IViemmer, Village Attorney; Louis Jesperson; <br />[load Supervisor; 12ichard Boss, Treasurer. <br />The Clerk administered the oath of office to Carl Spooner, newly elected mayor. <br />tiiayor Spooner then called the meeting to order. <br />Upon motion by Vitale, seconded by Loeffler, it was <br />"ih:SOLVliD, that the minutes of the meeting o£ December 6 and the regular <br />meeting o£ December 13 be approved as -read." <br />Izyes - 4 Nays - 0 <br />The resolution ?vas adopted. <br />Iulr. Huffman of 40 long Lane, appeared before the Council and stated that he <br />keeps some chickens and ducks and also a horse on hie property. He explained to -the <br />Council that the chickens and ducks ;rere being kept as a sort of cormnunity project <br />for children in the neig'nborhood and that bite horse had also been acquired in or-der <br />t-o provide enbertainrnent for the children. He stated that he eras malting arrangements <br />to lteep -the horse in a barn located in another village. <br />?Dirs. Hwnmer, 30 Iona Lane, i=rho is a neighbor of iv1r. Huf:fman.~s tata$ed that 14r. <br />Huffman has mistreated the animals and that he has vicious dog,; on his property. <br />Size also objected to some sha:oby loan-to structures which he had constructed i.n 'the <br />rear o£ his property. 'ihe Village 1lttorney was aslted about the law with :ce:fere-r~ce <br />to keeping animal,^, on residential property. He poitzted out there is no authorization <br />under the zoning code for keeping duclts, chickens and other farm animals in reside:tial <br />areas. The Attorney ~rren:b on to explain that vahile there may be some such animals <br />located in residential property at different parts of the Village, this :eras done <br />because of the acquiescence o:f. t-he neighbors and not because it was legal to d.o so. <br />irir. Huffman stated that he had disposed o£ his police dogs and that he vrould tear <br />douvn the lean-tos that are now on tine back of his premises. '1'he Priayor pointed out <br />to Pair. Huffman that 'the ComZCil had no other alternative except to demand and. re- <br />quire of him that he clean up the premises and quit keeping these farm animals. <br />The Clerk -read a, ]-ebte-r from the Civil Defense Department which vras placed on <br />file. <br />'1'he Clerk read a letter from the County Auditor relating to an arc:. light on <br />P~'IciVTenemy Street azzd hose Lane. `Phis was placed on file, <br />1'he Clerlt read a letter from the County Auditor pertaining to an arc: light <br />on Little Canada Road. Phis letter was placed on file. <br />
