Regular Meeting _ October 109 1962 <br />Mr. Carley9 Village Engineer, reported on proposed drainage works for <br />handling storm water from the area of the new high school betvreen Demont Street <br />and County Rdo "D", immediately Vilest of the Soo Line Railroad tracks. The <br />Ehgineer~s report was that the necessary storm sewer construction required to <br />bring the water under the Soo Line tracks to Savage Lake would cost approximately <br />X12,000. He went on to point out that although this would solve the problem for <br />the school, the addition of this water to Savage Lake could very probably create <br />difficulty for property owners adjacent to Savage Lake by raising the lake level <br />to an extent that it would cause water to enter the basements of such home owners. <br />For this reason he pointed out it would be necessary to construct an outlet from <br />Savage Lake to the St. Paul Water Works right-of-way which is also the course of <br />Gervais Creek, thereby emptying the overflovr into Lake Gervais. The Village <br />Engineer pointed out that he thought the school district should be advised o£ <br />this proposal and also that the Highway Department should be brought into the <br />matter for the reason that the construction of Highway 35E has reduced the <br />storage capacity of Savage Lalteo <br />T'he Clerk read a registered letter signed by 12 residents of the Village <br />to the effect that in the opinion of these people the rezoning petition presented <br />to the Village Council by Mro John Monn is inadequate. The Clerk also read a <br />report received from the Planning Commission to the effect that the Planning <br />Commission refrained taking any action vrith reference to rezoning the Monn <br />property because the Planning Commission feels that any such rezoning should <br />await the total rezoning and overall Village plan recently authorized by the <br />Council and now in process of preparation by Milner VV. Carley & Associates and <br />Frederick P. Memmer9 Village Attorney. <br />Mr. Spooner asked the Village Attorney to explain the provisions of the <br />zoning law with reference to petitions and what elements were necessary to make <br />a rezoning petition legally proper. The attorney answered this question and <br />there was considerable discussion by Council members and by various people <br />present at the meeting. <br />Upon motion by Vitale9 seconded by Coenen9 it was <br />"RESOLVED9 that the Village Attorney by and is hereby authorized to <br />check the legality of the petition and determine whether or not the <br />petition as presented meets with all requirements of the zoning law <br />and that if the petition was proper and legal9 that the Monn property <br />be zoned commercial and the Building Inspector be authorized to issue <br />a building permit." <br />Ayes - 4 Nays - 0 <br />The resolution was adopted. <br />The Clerk then read a letter from the Ramsey County League of Municipalities <br />asking that every municipality in Ramsey County take an active part in the League <br />and that every municipality make provision in its budget for paying League dues <br />during the year 1963. <br />The Clerk read a letter from Minneapolis-St. Paul Sanitary District which <br />sets forth certain basic processes of the said sanitary district.
