OF 4'HE VILLAGE COUNCIL OF THE
VILLAGE OF LITTLE CANADA

The regular meeting of the Council of the Village of Little Canada was held
at the Little Canada Fire Hall, 440 E. Little Canada Road, on February 12, lg6q.,
at x:30 P. M. The following Council members were presents
Carl Spooner, Mayor; Walter Coenen, Clerk; Edward Loeffler and M. Gene
Jespersen, Trustees.
Absent was Joseph Collova, Trustee.
Also present were: Fred P. Memmer, Village Attorney; Richard Boes,
Treasurer; and Louis Jespersen, Road Supervisor.
Upon motion by Jespersen, seconded by Loeffler, the minutes of the regular
meeting of January 8, 1864 were approved as read.

Ivir. and Dirs. Deslauries appeared before the Council and renewed their request
to obtain a building permit to erect a home South of County Road B2 fronting on
bhe presently ungraded Jackson Street. They pointed out that the owner of the
property lying between their property and County Road B2 has told them that they
cannot reach County Road B2 by travelling along what appears to be the right of
way o£ Jackson Street. After some discussion, these people were advised to
contact the person from whom they purchased the property and if necessary engage
an attorney to solve their problem.
Mr. H. Mostad of 2720 Noel Drive, asked permission to erect a concrete block
building 42 feet by 30 £eet to replace a building recently destroyed by fire in
which he was doing automobile repair work. He was advised that if a permit would
be given it would have to be dealt with as a special use permit since the Council
would not rezone the property from its present use to a commercial usee This
matter was laid over £or investigation and the owner was advised that he would
be informed when the Council would meet with him.
The Village Attorney explained to the Council the problems that may be arising
in connection with the prosecution of criminals and traffic violators in the new
municipal court. Ae pointed out that Mr. Warren D. Bauer has been representing
Maplewood as prosecuting attorney and he recommended that Bauer also be employed
by Little Canada for this purpose. Iie explained that Bauer presently is receiving
a monthly retainer from Maplewood but that he probably should be paid on a fee
basis for any appearances required on behalf of Little Canada at least temporarily.
Mr. Memmer pointed out that after a year or maybe less than a year we will be able
to tell how many court appearances axe necessary and it might then be necessary
to work out a retainer basis on some monthly figure for such prosecution work.
Upon motion by Loe££ler, seconded by J espersen, it was
"RESOLVED, that Warren D. Bauer be and is hereby designated
as the prosecuting attorney for the Village of Little Canada
on a temporary fee basis."

The resolution was adopted.
Mr. n4emmer suggested the Council consider establishing a traffic bureau
for payment of fines by people who do not wish to contest their arrest by a
court appearance. This would make it possible for people to simply pay the
fine as they do in the St. Paul Traffic Bureau and avoid the necessity of
appsaring in court.
The Clerk read a letter received from Subrrban Newspapers requesting the
Council to consider their publication as an official newspaper. This was
received and placed on file.

'Phe ar1c then instructed the Clerk to write a letter to the Suburban
Nswspaper calling their attention to the fact that their papers are being
thrown on the ground by the mailboxes and as a result the ground is bsing
littered with newspapers.
The Clerk read a letter from the County Auditor regarding State Aid Roads
in which he advised Little Canada that Labors Road from Arcade Street to
Centerville Road within Little Canada has been revoked as a County State Aid
highway and that it is necessary fro Little Canada to pass a resolution
approving this action of the County Board.
Upon motion by Jespersen, seconded by Loeffler, it was
"RESOLVED, ~"1HF'RFJAS The Board of Ramsey County Commissioners did
adopt a resolution on December 30, 1863, revoking Labore Road
from Arcade Street to Centerville Road as County State Aid Highway
No. 61.
NOW, THEREFORE, BE IT RESOLVEB By the Village of Little Canada
Council that the s,ction of the Board of Ramsey County Commissioners
revoking County State Aid Highway No. 61 as set out above within
the corporate limits of the Village o£ Little Canada, is, in all
things, approved."

'The resolution was adopted.
The Clerk presented the report of the Village Police Officer. After some
discussion it was decided that A4r. 14lyers Frattalone, the Village Police Officer
should not do any traffic patrolling and that his police work should be confined
mainly to answering calls.
The Clerk then presented the Sheriffs report for the year 1863. This was
received and placed on file.
The Clerk presented the Sheriffs report for December, 1863. This report
was received and plaoed on file.
The Clerk read a letter from the Northern States Power Company regarding a
reduction in gas rates. This letter was received and placed on fill.
The Clerk read a letter from the Northern States Power Company with .regard
to a reduction in electrical .rates. This letter was received and placed on file.

The Clerk read a letter from Clyde A. Tester, llepartment of Public 1Vorks
in the City o£ St. Paul, recommending that someone from Little Canada become
a member of the Minnesota Chapter of the American Public Works Association.
This letter was received and placed on file.
Upon motion by Loeffler, seconded by Jespersen, it was
"RESOLVED, that 'Poachers No. 3434 through 3456 are hereby approved
fox payment.
