MINUTES <br />CITY COUNCIL <br />MARCH 11, 2020 <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />NEW BOARDS AT The Public Works Director stated that the existing boards at the Fire Barns <br />FIRE BARNS RINK hockey rink have been in place for at least 30 years. He noted that some <br />have been repaired over the years, but they are worn out and need to be <br />replaced. He explained that staff is recommending a sturdier, white <br />fiberglass board on a steel frame, much like the boards used for indoor <br />rinks. He noted that these would be an upgrade over wood boards and <br />would be a nice addition to a popular rink. <br />The Public Works Director explained that staff contacted Becker Arena <br />Products to discuss feasibility and pricing, and were quoted a price of <br />$66,479.81 for the boards and chain link fencing, and $18,786.25 for the <br />installation. He noted that rink boards are part of a program that is <br />similar to the Minnesota State Contract where products are <br />competitively bid so additional quotes are not necessary. He explained <br />that there will be additional costs, such as pouring a concrete ring that <br />the steel frame will sit on, as well as some grading around the rink. He <br />noted that the work will be done in time for the next skating season. <br />The Public Works Director explained that a large portion of the rink sits <br />on St. Paul Regional Water Services (SPRWS) right-of-way, but the City <br />has an agreement with SPRWS to have the rink and the skate park on the <br />right-of-way. He stated that the rink board replacement is considered <br />maintenance for required upkeep of the public purpose structure and falls <br />within the terms and conditions of the July 13, 1966 agreement, and an <br />additional agreement or rider is not needed for this project. <br />The Public Works Director stated that the Parks & Recreation <br />Commission reviewed the rink upgrades at their March 5 meeting, and <br />recommended the City Council approve this purchase. He reported that <br />$102,400 was budgeted for this project in the 2020 Capital Improvement <br />Plan, but the Little Canada Recreation Association has agreed to fund the <br />anticipated $102,000 total cost. He noted that there may be some <br />additional grading required over and above what was originally <br />anticipated which may require additional funds, but staff believes those <br />can be absorbed in the Parks operating budget if necessary. <br />
