MINUTES <br />CITY COUNCIL <br />MARCH 11, 2020 <br />McGraw introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2020-3-33 —APPROVE PURCHASE AND <br />INSTALLATION OF NEW BOARDS FOR THE FIRE BARNS <br />HOCKEY RINK FROM BECKER ARENA PRODUCTS FOR A TOTAL <br />COST OF $85,266.06, PLUS ADDITIONAL GRADING COSTS, AND <br />A UTHORIZE AN UPFRONT PAYMENT OF $38,400 TO BECKER <br />ARENA PROD UCTS IN MARCH 2020 <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />GERVAIS MILL PARK The Parks & Rec/Community Services Manager explained that enhancing <br />ENTRANCE <br />the Gervais Mill Park entrance off Noel Drive has been identified on the <br />ENHANCEMENTS & <br />City's Capital Improvement Plan project list for many years and has been <br />AUTHORIZE <br />one of the Parks & Recreation Commissions' top priorities for the past <br />ADVERTISING FOR <br />couple of years. He explained that last year, staff created a few conceptual <br />BIDS <br />draft designs of what the area could look like and presented those ideas to <br />the Parks & Recreation Commission in July of 2019. He stated that based <br />on the feedback that was provided by the Commission, a defined proposal <br />was sent out to landscape architect consultants to help with the next steps <br />and cost estimates. A feasibility assessment, including cost estimates, were <br />presented to the Commission in October of 2019. He stated that the <br />Commission chose design 3A. <br />The Parks & Rec/Community Services Manager stated that $51,750 has <br />been budgeted for the Gervais Mill Entrance in the Capital Improvement <br />Plan and a rough cost estimate for design 3a is $48,990. He stated that the <br />Commission discussed how people would use this park and did not <br />envision that people would spend a day here, but it would be more of a <br />resting place or a short stop. He noted that the current facilities at this park <br />are not ADA accessible, so the improvements would make the park be <br />usable for everyone. He stated that the parking lot was recently redone, so <br />no changes would be made to that. <br />Torkelson introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2020-3-34 — APPROVE DESIGN 3A FOR THE <br />GER VAIS MILL PARK ENTRANCE ENHANCEMENTS AND <br />AUTHORIZE STAFF TO ADVERTISE FOR BIDS <br />
