tdinutes <br />12/6/72 <br />Cont. <br />Upon the motion of Pir. De Bace and seconded by Mr Chlebeck <br />It was resolved that: <br />The Mayor and the clerk are hereby authorized <br />and directed to enter into a cooperative agreement with the <br />County of Ramsey under terms of which the County shall <br />advertise for bids and award the construction contract fox <br />county 16 and 7 heretofore designated as Project 72-1 and <br />Village of little Canada shall pay the full cost thereof. <br />Ayes: Messrs De Bace, Chlebeck, Anderson, Rudy and Makee£f. <br />Nayes 0 Resolution adopted, this the 6th day of Dec. 1972 <br />GIASRUD <br />Fire rating <br />Stamp <br />page 2 <br />A discussion was held concerning the fire rating <br />o£ the Glasrud Condominum. <br />It is the opinion of Mr. Glasrud and his attorney <br />that the building at the time it was approved for construction <br />conformed with the village code ( 2 hour rating). They based <br />their opinion that the Village code superseeds the U.B.C. <br />It was the opinion of the Village attorney that the <br />Village code require a 3 hour rating. However this depends upon <br />interpretation. <br />Copies of a Letters from the Twin City Testing Co., <br />concerning the depths of the planks, were presented to the Council <br />as well as copies of a letter from the "Minnesota Dept of Admin." <br />Bldg Code sect. The latter from the State of Minn. indicated that <br />the planks were not of a 3 hour rating. <br />The Mayor infomred the Council that he has meet with <br />the State Bldg insp. concerning this matter. Tho proplem is to <br />convince Mr. Glasrud to conform to the code. It was mentioned that <br />the occupancy permit could he retained until the matter is <br />corrected. During the discussion it was also pointed out that a <br />sprinkler system does not change the rating, it only relates to <br />fire prevention. (However the letter from the state did not mentio <br />the sprinkler system) <br />It was also mentioned in the discussion that the plan- <br />ning commission should be reviewing these plans as well as the <br />plan checker, before a permit is issued. <br />The Council also discussed the problem of the <br />certification of plans and specifications. At the present time all <br />building other than single family dwellings with a value of $ 40'00 <br />or over must be stamp by a registered engineer or registered <br />architect.
