<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Parks and Recreation Commission <br /> <br />FROM: Bill Dircks, Public Works Director <br /> Derek Anderson, Park Maintenance Supervisor <br /> <br />DATE: February 28, 2020 <br /> <br />RE: Purchase of New Boards at Fire Barns Rink <br /> <br />ACTION TO BE CONSIDERED: <br />Motion to recommend approval of the purchase of new boards for the Fire Barns hockey rink and <br />the professional installation of the boards at a price of $85,266.06. <br /> <br />BACKGROUND: <br />The existing wood boards at the Fire Barns hockey rink have been in place for at least 30 years. <br />Some areas have been repaired over the years but they are worn out and need to be replaced. <br />The rink is a long-standing feature of the City’s park system and traditionally has very good <br />usage numbers. <br /> <br />As options were considered for replacement of the boards the one that came to the forefront was <br />a sturdier white fiberglass board on a steel frame much like the boards that are used for indoor <br />rinks. These boards would be a large upgrade over wood boards and would be a really nice <br />addition to a popular rink. <br /> <br />Staff contacted Becker Arena Products to discuss feasibility and pricing. Becker staff looked at <br />the location and determined that the fiberglass boards would work at the site and provided a <br />quote of $66,479.81 for the boards and chain link fencing and $18,786.25 for the installation of <br />the materials. Rink boards are part of the Sourcewell program which is similar to the Minnesota <br />State Contract in that the products are competitively bid so additional quotes are not necessary. <br /> <br />There will be additional costs for the new boards. Those costs will come from pouring a <br />concrete ring that the steel frame will sit on as well as some grading that will need to be done <br />around much of the perimeter. Price quotes will be obtained for those projects in spring or <br />summer and work will take place at some point prior to next fall. <br /> <br />A large portion of the rink sits on St. Paul Regional Water Services (SPRWS) right-of-way. The <br />City has an agreement with SPRWS to have the rink and the skate park on the right-of-way. City <br />staff has had discussions with SPRWS staff and they have given verbal approval of the proposed <br />rink board modifications and will provide a written letter of approval following a review of the <br />official plan for the boards. A map of the area has been included in this report showing SPRWS <br />property versus City property. <br />
