MINUTES <br />PLANNING COMMISSION <br />AUGUST 15, 2008 <br />land use designation for the site. Once a developer brought forth an <br />acceptable proposal, the property could then be rezoned. <br />The next site is the Fra-Dor site along Country Drive. The property has a <br />land use designation as industrial, and is zoned I-2 while being used as a <br />recycling facility through an Interim Use Permit. The Planner asked the <br />Commission's feelings for the long-term use of this property. <br />Duray reported that there have been some preliminary meetings related to <br />the Fra-Dor use of this site. He noted the poor soil conditions in this area <br />which would likely require redevelopment with smaller and/or lighter <br />weight buildings. Duray stated that he does foresee the eventual <br />redevelopment of this area. <br />The City Planner pointed out that heavier buildings could be constructed in <br />this area through the use of pylings. The City could guide the use of the <br />area in this way, or it could opt to allow development with lighter buildings. <br />"fhe Planner asked if the Commission felt that industrial was an acceptable <br />land use for the area or if the land use should be upgraded. <br />Helmeke stated that he would like to see development similar to that on <br />Buerkle Road. Helmeke felt redevelopment of the area with masonry <br />buildings was a good goal to have. Pechmann suggested that smaller <br />masonry buildings may be an option, similar to those in Woodbury and <br />Maple Grove. Duray felt it would be great to see development similar to <br />the union building on Country Drive, but again pointed out the poor soil <br />conditions. He felt the cost of pylings would make it difficult to construct <br />large masonry buildings in this area. Barraclough felt the long term goal <br />was to see this area change. <br />The next property discussed was 3020 Rice Street Mobile Home Park. The <br />Planner noted that the property is zoned General Business. He further <br />indicated that the existing mobile home park could not been the standards of <br />the City's R-4 District, which regulates mobile home parks. The Planner <br />asked the Commission their long-term vision for this property. <br />Duray indicated that he would like to see Rice Street as a business corridor <br />for the City extending from Highway 36 to 694. Pechmann felt that the <br />City's downtown area was Rice and Little Canada Road, and suggested that <br />the entire length of Rice Street should be a natural extension of this type of <br />development. <br />Barraclough noted that the only way this property will redevelop is if the <br />property owner sells it for development or it is more than 50% destroyed. <br />The Planner indicated that even if it were 50% destroyed, the property <br />owner would have the authority to re-establish the park within a certain <br />-6- <br />
