MINUTES <br />PLANNING COMMISSION <br />AUGUST 15, 2008 <br />amount of time. The Planner indicated that it is difficult to transition a <br />mobilehome park to some other use. He suggested, however, that the Comp <br />Plan should reflect the City's long-term goal for this property. <br />Duray reported that he is on a Rice Street Con•idor Committee that is <br />studying Rice Street from Highway 36 to 694 and making plans for <br />improvements that will occur within the next two to seven years. This <br />planning includes streetscape and sidewalk improvements while <br />maintaining a consistent look for the area. <br />The next property is the Terrace Heights Mobile Home Park, a portion of <br />which is zoned B-3 District and a portion of which is zoned R-4. It was the <br />consensus of the Commission that this area should also have a commercial <br />land use designation. <br />Duray asked about the area at the northeast corner of Rice and Demont <br />Avenue, citing this as a redevelopment area. The City Planner reported that <br />the land use plan calls this out as commercial. <br />Next reviewed was the North Star Estates Mobile Home Park. This <br />property is zoned Industrial and would not meet the City's R-4 Zoning <br />standards. It was the consensus of the Commission to guide this property as <br />an industrial land use given the surrounding industrial development. <br />The City Planner reviewed Ryan Industrial Park noting the study that was <br />just done regarding outdoor storage issues within the I-I Zoning District <br />and the subsequent amendments made to that District. The Planner noted <br />that the land use for this area is industrial, with the hope that over time the <br />aesthetics of the park will improve with the City continuing to work toward <br />that goal. The Commission agreed. <br />The next area discussed was the industrial area occupies by McGough <br />Construction, Roseville Plumbing, and Donovan Construction. The Planner <br />indicated that this is an industrial area that does not have much exposure <br />and no apparent soil problems. There are access issues to this area. Duray <br />supported the continued use of this area as industrial, and indicated that <br />with good soils it should be able to redevelop with larger buildings. Socha <br />agreed with the continued industrial use. Pechmann noted that the railroad <br />tracks provide a separation for this property from the Rice Street area <br />Next discussed was the Heinel property which is cun•ently zoned single- <br />family residential. In reviewing this property, the consensus of the <br />Commission was to extend the potential for indushial development north of <br />the powerlines and west of the future Vanderbie Street. The Commission <br />was in support of medium density housing for the remainder of this area. <br />-7- <br />
