Building Design. As a franchise, Culver's has a preferred building design and layout. <br />While building elevations have not been submitted, photographs of an existing Culver's <br />restaurant having the same design as that proposed have been submitted for review. <br />As shown, the building is to be finished in a variety of materials including brick, stone, <br />stucco and glass. Generally speaking, the design appears consistent with the City's <br />architectural guidelines. <br />As a condition of approval however, it is recommended that formal building elevations <br />be submitted which specify proposed building materials, height and color. <br />Landscaping. The submitted site plan illustrates landscaping west of the building <br />(along Rice Street), along the south side of the building and within the drive-through <br />median located north of the building. In review of the proposed landscaping, the <br />following comments are offered: <br />Plant species and sizes are not specified. A specific landscape plan should be <br />submitted which identifies plant locations, sizes and varieties. <br />^ Plantings at the Rice Street intersections (Market Drive and First Bank Drive) <br />should not encroach into the required 30 foot traffic visibility triangle. <br />Additional landscaping should be considered within parking lot curb islands. <br />Lighting. No information regarding site lighting has been provided. As a condition of <br />PUD permit approval, a photometric lighting plan should be submitted as required by <br />ordinance. All lighting must be hooded and directed such that the source of the light is <br />not visible from surrounding properties and rights-of-way. <br />Trash. As shown on the submitted site plan, trash receptacles are to be located within <br />an enclosure attached to the east side of the building. Such enclosure is to be <br />constructed of materials similar that used on the balance of the building. It is unclear <br />whether such enclosure is to be accessed via gates (as illustrated on the site plan) or <br />an upward-acting garage door (as depicted on the provided building photographs). To <br />minimize disruption on the adjacent sidewalk, an overhead garage door of a <br />complementary color may be preferable. <br />Loading. A specific loading area has not been illustrated on the site plan. According to <br />the ordinance, commercial buildings must provide at least one loading berth. As a <br />condition of PUD permit approval, loading and delivery information should be identified <br />on the site plan. <br />Signage. As shown on the submitted site plan, a freestanding sign is proposed in the <br />southwest corner of the site. Wall signs have been proposed on the north and south <br />sides of the building (based on the provided building photographs). No details <br />regarding such signs have however, been provided. As a condition of PUD permit <br />approval, all site signs must comply with applicable requirements of the City's sign <br />ordinance. It is noted that the City's Architectural Guidelines have a strong preference <br />
