In <br />addition, internally lit signage should be designed with lighter colored lettering in a dark <br />field -the standard Culver's signs meets this requirement. <br />Grading, Drainage and Utilities. Issues related to site grading, drainage and utilities <br />should be subject to comment and recommendation by the City Engineer. <br />Summary and Recommendation <br />The proposed restaurant is generally consistent with the Comprehensive Plan, the Rice <br />Street/Little Canada Road Redevelopment Plan and the provisions of the City's zoning <br />ordinance. As such, our office recommends approval of the PUD permit subject to the <br />following conditions: <br />Relocation of the westernmost access on First Bank Drive. As an alternative, <br />exit-only maneuvers may be possible at this location. This issue shall be subject <br />to further comment by the City Engineer. <br />2. A shared access agreement be executed with the abutting property to the east. <br />This issue shall be subject to further comment by the City Attorney. <br />3. The turning radius provided within the drive-through lane and the potential <br />conflicts created by vehicles waiting for orders be re-examined and addressed to <br />the satisfaction of the City. <br />4. The applicant demonstrate compliance with the City's off-street parking supply <br />requirements. <br />5. A shared parking agreement be executed with the abutting property to the east <br />where parking is to be shared. This issue shall be subject to comment and <br />recommendation by the City Attorney. <br />6. Formal building elevations be submitted which specify proposed building <br />materials, height and color. <br />A specific landscape plan be submitted which identifies plant locations, sizes and <br />varieties. <br />8. Plantings at the Rice Street intersections (Market Drive and First Bank Drive) not <br />encroach into the required 30 foot traffic visibility triangle. <br />9. Additional landscaping be considered within parking lot curb islands. <br />10. A photometric lighting plan be submitted as required by ordinance. All exterior <br />lighting shall be hooded and directed such that the source of the light is not <br />visible from surrounding properties and rights-of-way. <br />
