MAYOR
Hill nlcsener
~~ ~ ~ ~ ~~t~ (°aycaa~a
515 Little Canada Road, Little Canada, MN 55117-1600
(651) 766-4029 / C'AX: (651) 766-4048
www.ci.little-canada. tnn.us
MEMORANDUM
TO: Mayor Blesener and Members of the City Council
FROM: Kathy Glanzer, City Clerk
DATE: September 4, 2008
RE: Liquor Licenses -Bangkok Avenue
COUNCIL
Rink Montour
narbarx Ailan
John ICeis
Michael McGraw
ADMINISTRATOR
Joel R. Flanson
As the Council will recall, approval of Liquor Licenses for Bangkok Avenue was
conditioned upon a satisfactory three-month review of the business operation. I have
attached the minutes from the June 11, 2008 Council Meeting which lists all conditions
of the liquor license approval. I have also attached a License Approval Notification Form
which was signed by Mr. Thao acknowledging the license conditions.
Over the past three months, there have been some issues at Bangkok Avenue. The City
Council, Sheriff's Department, and City staff have worked with the owner of Bangkok to
resolve these issues. At this time, it appears that Bangkok is incompliance with all
conditions of their license. (See 8/23/2008 report submitted by the Ramsey County
Sheriffs Department.)
Attached is a Purchase/Rental Space Agreement between Tara Event Hall and Bangkok
Avenue. This agreement spells out the details of a transition under which Tara Event
Hall will be taking over the space occupied by Bangkok Avenue. It is staff's
understanding that the Bangkok Avenue will totally vacate the premises on January 19,
2009.
Based on the above, it is City Staffls position that the liquor licenses for Bangkok
Avenue are in good standing, and no action is required of the City Council.
cc: Robert Thao, Bangkok Avenue
