Blesener• noted that the public hearing was continued to this evening in order to give Mr. Robert Thao, Bangkok Avenue, an oppa•tunity to put together a plan for increased security, wait staff, etc. to address the concerns that were discussed at the May 28°i meeting. Mr. Robert Thao reviewed in detail his plan for the responsible serving of alcohol and crowd control dated June 6, 2008. This plan includes the hiring of two Ramsey County uniformed officers for outside security. Mr. Thao noted that these officers are on duty Friday and Saturday evenings from 10:00 p.m, unti12:00 a.m. as well as at any events where he feels it warranted. Blesener suggested that the officers stay on duty until the parking lot is cleared. The next part of the plan is for the hiring of three inside security staff, one checking ID's at the fiont door, one checking ID's at the back door, and one patrolling inside the restaurant. These security staff will wear uniforms identifying them as such. Thao also noted that underaged children will he asked to leave the restaurant at 8:00 p.m. Keis asked how that will be accomplished. Allan also noted the need to have wristbands on underaged individuals. Thao reported that he will have wristbands on the underaged. He atso noted that most children accompany their parents to a banquet or a wedding. These events are held in a certain area of the restaurant. Ite will announce that children must leave at 8:00 p.m. McGraw asked if there will be no one under the age of 21 in the restaurant after 8:00 p.rn. Thao pointed out that Bangkok Avenue is a restaurant and not a nightclub. He indicated that underaged individuals will have to wear wristbands. Thao reviewed the third point on his plan which involved the hiring of 10 wait staff. These wait staff will have server training and will wear uniforms. Thao indicated that he will have a third party do server training since he wanted the Council's confidence that the training was done properly. Thao anticipated that he could have his staff trained within a month. Thao reviewed his fourth point relative to renewal of his Consumption & Display Permit. Thao noted that he only allows customers to bring in hard liquor on apre-arranged basis and for special occasions. Thao indicated that part of the Among culture involves ritual toasting, and the hard liquor would be used for that purpose.
