NIINUT7/S <br />CITY COUNCIL <br />JUNE 11, 2008 <br />Sunday Liquor License; <br />2 A.M. License; <br />Consumption & Display License; <br />Entertainment License. <br />Blesener• noted that the public hearing was continued to this evening in <br />order to give Mr. Robert Thao, Bangkok Avenue, an oppa•tunity to put <br />together a plan for increased security, wait staff, etc. to address the <br />concerns that were discussed at the May 28°i meeting. <br />Mr. Robert Thao reviewed in detail his plan for the responsible serving of <br />alcohol and crowd control dated June 6, 2008. This plan includes the <br />hiring of two Ramsey County uniformed officers for outside security. Mr. <br />Thao noted that these officers are on duty Friday and Saturday evenings <br />from 10:00 p.m, unti12:00 a.m. as well as at any events where he feels it <br />warranted. Blesener suggested that the officers stay on duty until the <br />parking lot is cleared. <br />The next part of the plan is for the hiring of three inside security staff, one <br />checking ID's at the fiont door, one checking ID's at the back door, and <br />one patrolling inside the restaurant. These security staff will wear <br />uniforms identifying them as such. Thao also noted that underaged <br />children will he asked to leave the restaurant at 8:00 p.m. Keis asked how <br />that will be accomplished. Allan also noted the need to have wristbands <br />on underaged individuals. Thao reported that he will have wristbands on <br />the underaged. He atso noted that most children accompany their parents <br />to a banquet or a wedding. These events are held in a certain area of the <br />restaurant. Ite will announce that children must leave at 8:00 p.m. <br />McGraw asked if there will be no one under the age of 21 in the restaurant <br />after 8:00 p.rn. Thao pointed out that Bangkok Avenue is a restaurant and <br />not a nightclub. He indicated that underaged individuals will have to wear <br />wristbands. <br />Thao reviewed the third point on his plan which involved the hiring of 10 <br />wait staff. These wait staff will have server training and will wear <br />uniforms. Thao indicated that he will have a third party do server training <br />since he wanted the Council's confidence that the training was done <br />properly. Thao anticipated that he could have his staff trained within a <br />month. <br />Thao reviewed his fourth point relative to renewal of his Consumption & <br />Display Permit. Thao noted that he only allows customers to bring in hard <br />liquor on apre-arranged basis and for special occasions. Thao indicated <br />that part of the Among culture involves ritual toasting, and the hard liquor <br />would be used for that purpose. <br />
