MINUTES CITY COUNCIL JUNE 11, 2008 Upon motion by Montour, seconded by Allan, the public hearing was closed. The Counci! discussed whether or not bottled beer and wine had to be opened by bartenders or at the table to which it is being served. Mr. Thao requested that bottles be allowed to be opened at the tables given cultural issues with the Hmong wanting to ensure that beverages have not been tampered with. The City Attorney indicated that he would check if the State Law required that alcoholic beverages be opened before served in conjunction with on-sale licenses. Blesener indicated that if State Law permits, he would be agreeable to not requiring that the bartenders open bottles before they are served given the cultural issues. The Council agreed. Allan recommended that all underaged individuals have to wear wrist bands to help with enforcement. Montour asked the hours that security would be working. Thao indicated that the outside deputies would start at 10:00 p.m. a~td inside security would start at 8:00 p.m. on Friday's and Saturday's. Thao indicated that the weekend crowd typically arrives at 10:30 p.m. or 11:00 p.m. It was noted that inside security would begin carding people at the door at 8:00 p.m. Thao stated that wait staff would card people in the restaurant before that time. The Council discussed whether camera surveillance was needed. It was felt that if the Ramsey County Sheriff felt a camera was necessary, one should be installed at each door recording people coming in and out of the restaurant. Mr. McGraw introduced the following resolution and moved its adoption: RESOL UTION NO. 2008-6-147 -APPROVING THE RENEWAL OF THE FOLLOWING LICENSES FOR BANGKOX AVENUE FOR THE LICENSE PERIOD JULY 1, 2008 THROUGH JUNE 30, 2009: ON-SALE WINE LICENSE; ON-SALE INTOXICATING MALT LIQUOR LICENSE; SUNDAYLIQUOR LICENSE; 2 A.M. LICENSE; CONSUMPTIONAND DISPLAY LICENSE; ENTERTAINMENT LICENSE ANA SUBJECT TO THE FOLLOWING CONDITIONS:
