MINUTES <br />CITY COUNCIL <br />JUNE 11, 2008 <br />Upon motion by Montour, seconded by Allan, the public hearing was <br />closed. <br />The Counci! discussed whether or not bottled beer and wine had to be <br />opened by bartenders or at the table to which it is being served. Mr. Thao <br />requested that bottles be allowed to be opened at the tables given cultural <br />issues with the Hmong wanting to ensure that beverages have not been <br />tampered with. The City Attorney indicated that he would check if the <br />State Law required that alcoholic beverages be opened before served in <br />conjunction with on-sale licenses. Blesener indicated that if State Law <br />permits, he would be agreeable to not requiring that the bartenders open <br />bottles before they are served given the cultural issues. The Council <br />agreed. <br />Allan recommended that all underaged individuals have to wear wrist <br />bands to help with enforcement. <br />Montour asked the hours that security would be working. Thao indicated <br />that the outside deputies would start at 10:00 p.m. a~td inside security <br />would start at 8:00 p.m. on Friday's and Saturday's. Thao indicated that <br />the weekend crowd typically arrives at 10:30 p.m. or 11:00 p.m. It was <br />noted that inside security would begin carding people at the door at 8:00 <br />p.m. Thao stated that wait staff would card people in the restaurant before <br />that time. <br />The Council discussed whether camera surveillance was needed. It was <br />felt that if the Ramsey County Sheriff felt a camera was necessary, one <br />should be installed at each door recording people coming in and out of the <br />restaurant. <br />Mr. McGraw introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2008-6-147 -APPROVING THE RENEWAL OF <br />THE FOLLOWING LICENSES FOR BANGKOX AVENUE FOR THE <br />LICENSE PERIOD JULY 1, 2008 THROUGH JUNE 30, 2009: <br />ON-SALE WINE LICENSE; <br />ON-SALE INTOXICATING MALT LIQUOR LICENSE; <br />SUNDAYLIQUOR LICENSE; <br />2 A.M. LICENSE; <br />CONSUMPTIONAND DISPLAY LICENSE; <br />ENTERTAINMENT LICENSE <br />ANA SUBJECT TO THE FOLLOWING CONDITIONS: <br />
