MINUTES <br />CITY COUNCIL <br />AUGUST 27, 2008 <br />City would be in allowing prepayments, therefore, he would recommend <br />no prepayments after the initial 30 day period. <br />COMP PLAN The City Planner indicated that at the August Planning Commission <br />UPDATE meeting, the Commission discussed several individual site issues related to <br />existing land use patters and future land uses. The Planner noted that one <br />area that generated some discussion is the property generally northeast of <br />Pioneer Park. The Commission felt that the area of this land north of the <br />powerlines should be noted for commercial/industrial use. The area to the <br />south of the powerlines should be noted for mid-density housing. <br />Allan asked if this property was already platted. The City Planner replied <br />that it is platted as large acreage lots, and it would be likely that a replat <br />will be proposed in the future. <br />Allan asked the Planner's opinion of the property north of the powerlines. <br />The Planner replied that this was not prime residential property, and given <br />the powerline, it was reasonable to designate acommercial/industrial land <br />use. Blesener agreed. <br />McGraw noted the limited land the City has left to develop, and <br />questioned the need to consider an increased residential density. Blesener <br />noted that the City does not have a lot of townhome development similar <br />to Petrina Park or Cobblestone Village. Blesener felt it reasonable to <br />designate the property north of the powerlines as commercial/industrial, <br />and then have a buffer of twinhome development south of the powerlines. <br />The remaining land should then be designated as single-family. The City <br />Planner indicated that he would draft some language to this effect. <br />Blesener noted the Planning Commission's recommendation that the I-2 <br />property on Country Drive. The Planner indicated that the Commission <br />would like to see something similar to the union hall or Hom Furniture. <br />Therefore, he would amend the land use plan to indicate a designation of <br />office/showroom. Keis asked if that type of building could be constructed <br />on this site. The Planner replied that it could. He noted that the land use <br />designation in the Comp Plan would control future coning actions. <br />The Planner reported that for the remainder of the identified sites the <br />Planning Commission felt the land use designation was appropriate. <br />Blesener presented the Planner with a series of typographical corrections. <br />He also suggested the addition of a footnote to page 33 clarifying that <br />most of the City's development that occurred from 1970 to 1979 was <br />apartments. Blesener further commented on the high percentage of <br />13 <br />
