MINUTES <br />PLANNING COMMISSION <br />SEPTEMBER 11, 2008 <br />The City Planner noted the recommendation that the most westerly access <br />point on First Bank Drive be moved to the east. The Code does not allow <br />an access drive within 60 feet of an intersection. The Planner felt that <br />moving that access further east and making it an egress-only would resolve <br />any potential stacking issues. Sparks was agreeable to moving the access <br />point, and suggested it may be possible to eliminate it. The City Planner <br />felt that the access was needed to make internal traffic patterns work. Cluis <br />McGuire, representing Culvers, agreed that the access must remain, <br />however, it would be moved further east. McGuire reported that the <br />Bloomington Culvers has a much tighter turning radius at their drive- <br />through, and it works well. The City Planner again suggested that the <br />Culvers engineer work out this issue with the City Engineer. <br />Knudsen asked about the Planner's comment relative to First Bank Drive. <br />The Planner noted that there is the future potential that First Bank Drive <br />would become a private street. Should that occur, the City would have to <br />ensure that access easements are retained for Culvers. <br />Duray asked about parking. Sparks felt that the 50 parking spaces proposed <br />would be adequate. He indicated that there will be approximately 30 tables <br />in the restaurant, therefore, there are almost 2 parking spots per table. <br />Sparks noted that this is a family restaurant, therefore, most families come <br />in one vehicle. Sparks noted the comment about a shared parking <br />agreement between this site and the one to the east. Sparks indicated that he <br />would be agreeable to such an agreement. <br />The City Planner asked the number of staff that would be on hand at a peak <br />time. Sparks replied 16. He indicated that for a site with access to mass <br />transit, many employees would take the bus rather than drive their own <br />vehicle. Duray asked the square footage of dining area and the square <br />footage of kitchen area. McGuire replied that the building is 3,954 square <br />feet, but he was not sure of the split between kitchen and dining. The City <br />Planner indicated that in this redevelopment area, the City has looked to <br />shared parking agreements to minimize the amount of parking that would <br />have to be constructed. <br />Pechmann asked about deliveries to the restaurant. Sparks anticipated two <br />deliveries per week via afull-sized semi. Deliveries would be made to the <br />back door at the east end of the building and would occur in the mornings <br />prior to the restaurant being opened, i.e. 9:00 a.m.. There will not be a <br />loading dock on the building. The Planner indicated that this is a common <br />delivery style, he just wanted that style documented. Pechmann was <br />concerned that because of the traffic in the area at 9:00 a.m., there could be <br />some traffic congestion when deliveries occur. <br />-3- <br />
