MINUTES <br />PLANNING COMMISSION <br />SEPTEMBER 11, 2008 <br />Knudsen asked Sparks for specific comments on some of the Planner's <br />recommendations. Recommendation #1 -Sparks was agreeable to <br />relocation of the westernmost access on First Bank Drive. <br />Recommendation #3 -Sparks would work with the City Engineer on the <br />turning radius issue. Recommendation #5 -Sparks was agreeable to a <br />shared parking agreement with the eastern property. Recommendation #6 - <br />building elevations would be submitted as the development process <br />proceeds in November or December. Recommendations #7, #8, and #9 - <br />Sparks was in agreement, and would work with the City Planner to clarify <br />the additional landscaping within parking lot curb islands. <br />Recommendation #10 -alighting plan will be submitted as the process <br />proceeds. Sparks indicated that lights would be turned off each night one <br />hour after the restaurant closes. <br />With regard to Recommendation #11, Sparks indicated that they would <br />prefer not to install a garage door on the trash enclosure, but use a gate. <br />Sparks indicated that cost and flexibility are the factors with utilizing a gate <br />rather than an overhead door. Sparks noted Culvers' recycling efforts and <br />the need for multiple trash and recycling containers. Knudsen indicated his <br />support for the overhead garage door, and informed Sparks that he could <br />further address this issue with the City Council. <br />With regard to Recommendations #13 and #14., Sparks was agreeable. <br />Duray asked about sidewalks along Rice Street. Sparks indicated that they <br />would be agreeable to adding a sidewalk along Rice Street. <br />Duray noted that this site has been vacant for a number of years and felt that <br />the Culvers restaurant would be a great addition to the City. <br />Pechmann recommended approval of the Planned Unit Development Permit <br />to develop a family, quick-service restaurant (Culvers) consisting of <br />approximately 100 seats as well as adrive-through window at the southeast <br />corner of Rice Street and Market Place Drive subject to compliance with the <br />recommendations of the City Planner and the City Engineer. <br />Motion seconded by Duray. <br />Motion carried 7 - 0. <br />-4- <br />
