MINUTES
CITY COUNCIL
SEPTEMBER 10, 2008
*AUTHORIZING ADVERTISEMENT FOR BIDS FOR
MISCELLANEOUS STORM SEWER IMPROVEMENTS AS
RECOMMENDED BY THE CITY ENGINEER;
*APPROVINGA PARTIAL PAYREQUEST FOR SW TRUNK
WATERMAIN, REDSTONE CONSTRUCTION, AS
RECOMMENDED BY THE CITY ENGINEER
The foregoing resolution was duly seconded by McGraw.
Ayes (5).
Nays (0). Resolution declared adopted.
BANGKOK The City Clerk reported that as part of liquor license renewals for
AVENUE- Bangkok Avenue in June, the Council placed a condition for a satisfactory
LIQUOR 3-month review of these licenses. The Clerk reported that there have been
LICENSE some issues at Bangkok Avenue since the liquor license renewal, however,
REVIEW upon the latest inspection by the Ramsey County Sheriffs Department
these issues appear to be resolved. The Clerk also noted that the Tara
Event Hall has worked out an agreement with Bangkok Avenue to take
over their space. Under the terms of the agreement, Bangkok Avenue will
continue to operate on selected dates through the latter part of January of
2009. At that time, Bangkok vacates the premises. Based on the Sheriff's
review and the fact that Bangkok will be closing their establishment, the
City Clerk recommended that there is no action necessary by the Council
at this time.
Blesener noted that there was a recent incident at Bangkok Avenue, and
also commented on the actions of some patrons in leaving the
establishment. He asked that the Sheriff's Department be advised to
continue their oversight of this business. It was noted that the Council
would have the authority to take action on the Bangkok liquor licenses at
any time, should the circumstances warrant it. It was noted that if
Bangkok continues to operate their business, the liquor licenses are
effective through June 30, 2009. These licenses are valid for their present
location only. The City Clerk suggested that if Bangkok is still in business
through January of 2009, that another review of the liquor licenses be
scheduled before the Council at their first meeting in February. Council
agreed.
KOHLMAN The City Administrator presented the Kohlman Lane Sanitary Sewer
LANE Agreement between the City and C. W. Houle, the contractor on this
SANITARY project, relative to a sag in a portion of the sewer line. He noted that this
SEWER Agreement has been reviewed by the City Attorney as well as the City of
10
