MINUTES <br />CITY COUNCIL <br />SEPTEMBER 10, 2008 <br />AGREEMENT Maplewood, and has been modified based on their comments. The <br />Agreement has been executed by representatives of C. W. Houle. <br />Ms. Allan introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2008-9-214 -APPROVING THE KOHLMAN <br />LANE SANITARYSEWER AGREEMENT BETWEEN THE CITY <br />AND C. W. HOULE, AND AUTHORIZING THE MAYOR AND CITY <br />ADMINISTRATOR TO EXECUTE THE CONTRACT ON BEHALF <br />OF THE CITY <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />2009 Mayor Blesener noted that a workshop meeting was held prior to this <br />PRELIMINARY evening's Council meeting at which the preliminary 2009 Budget was <br />BUDGET reviewed in detail. The Finance Director presented the Council with <br />additional Gross Levy increase options based on the discussion that <br />occurred at the workshop meeting. The Director compared Gross Levy <br />increases of 2%, 3%, and 4% with the respective Net Levy increase. She <br />further noted that the City's median value home is decreasing by 4.3% for <br />2009. The City Administrator indicated that a decrease in home value will <br />mean a decrease in the impact of the City's levy on property taxes, just as <br />an increase in value would result in a increase in levy impact. <br />The Council discussed the impacts of the various gross levy options <br />presented. Blesener suggested consideration of a 5% Gross Levy increase, <br />noting that The City would be able to add the additional Sheriffs Deputy, <br />cover the cost of dispatch services, and provide dollars to the Capital <br />Improvement Fund. The Finance Director pointed out that once the <br />preliminary Gross Levy is set, the Council has the ability to go down, but <br />cannot go up in setting the Final Levy. <br />Keis indicated that his goal was to set the 2009 Gross Levy as low as <br />possible, and felt the preliminary 2009 Gross Levy should start at <br />something less than a 5% increase. McGraw noted that the City is looking <br />at some major expenditures in the future, i.e. a new fire truck, a Public <br />Works garage. McGraw agreed that the levy should be as low as possible, <br />but felt it was appropriate to set aside some dollars for these future <br />expenses. Montour felt the situation was somewhat comparable to the <br />discussion at the HIA hearing this evening, and agreed that while the levy <br />should be as low as possible, there should be some planning for these <br />future expenses. <br />11 <br />
