MINUTES <br />CITY COUNCIL <br />JULY 8, 2020 <br />Fischer introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2020-7-85 APPROVE THE APPOINTMENT OF ELECTION <br />JUDGES FOR AUGUST 11, 2020 MINNESOTA STATE PRIMARYELECTION <br />The foregoing resolution was duly seconded by McGraw. <br />Roll Call Vote: Keis/Torkelson/Fischer/Montour/McGraw <br />Ayes (4). Nays (0). Torkelson abstained. Resolution declared adopted. <br />CANADIAN DAYS FIREWORKS <br />The City Clerk reported that due to the COVID-19 pandemic, the Canadian Days Committee is <br />planning only a few events to be held on Saturday, August 1, and they would still like to hold a <br />fireworks show at Spooner Park for a cost of $7,500. She explained that staff has considered that <br />due to the number of other nearby fireworks shows that have been canceled, if Little Canada <br />were to proceed with a firework show, it could draw a larger than usual crowd which could make <br />it very difficult to maintain social distancing. She stated that the Council discussed this at the <br />June 24 meeting and the Council opted to hold off on a decision until after the July 41h weekend. <br />She noted that a decision must be made tonight in order to let the fireworks vendor know. <br />Montour stated that it would be great to hold the fireworks but he has concerns about the social <br />distancing and the potential of bringing a lot of additional people together, and would prefer to <br />not do the fireworks this year. Fischer stated that he feels it is worth thinking through since <br />community events are important and we need to be creative this year, but agrees that it does not <br />seem to be a good idea to hold the fireworks this year. The Parks & Rec/Community Services <br />Manager stated that Canadian Days is still working on a potential a virtual 5K race after learning <br />that they would be limited to only 25 people in person. <br />Keis stated he thinks it is a good idea to be safe and not do fireworks this year. McGraw agrees <br />with Keis, and suggested increasing the fireworks funds for next year. He is also concerned <br />about controlling crowds if we were to hold the fireworks. Torkelson stated that he would be <br />surprised if a lot of people came out for Little Canada fireworks and is supportive of holding <br />them this year, but understands the concerns of the rest of the Council. <br />McGraw introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2020-7-86 — DO NOT HOLD A FIREWORKS SHOW IN 2020 <br />DUE TO CONCERNS WITH POTENTIAL CROWD CONTROL AND <br />DIFFICULTIES WITH SOCIAL DISTANCING REQUIRED BY THE COVID-19 <br />PANDEMIC <br />The foregoing resolution was duly seconded by Keis. <br />Roll Call Vote: Keis/Torkelson/Fischer/Montour/McGraw <br />Ayes (4). Nays (1) Torkelson. Resolution declared adopted. <br />
