MINUTES <br />CITY COUNCIL <br />JULY 22, 2020 <br />would be satisfied with that and does not want to hold up the process. Mr. Lee stated he is <br />willing to cooperate and will do whatever is required. <br />There were no further comments from the public. Upon motion by Montour, seconded by <br />Fischer, the public hearing was closed. <br />Montour introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2020- 7-90 — APPRO VING A CONDITIONAL USE PERMIT <br />FOR A 784 SQUARE FOOT DETACHED SECOND GARAGE LOCATED IN THE <br />SIDE YARD, FOR A TOTAL OF 1,424 SQUARE FEET OFACCESSORY <br />B UILDING SPACE AT 2920 GREENBRIER STREET (PARCEL ID 052922140093), <br />SUBJECT TO THE FOLLOWING CONDITION.- <br />- NO BUSINESS ACTIVITIES SHALL OCCUR WITHIN THE GARAGE <br />STRUCTURE <br />- PLANT A FAST-GROWING EVERGREEN -TYPE TREE ON THE <br />SOUTH END OF THE PROPERTY TO HELP SCREEN THE <br />DETACHED GARAGE FROM THE STREET <br />The foregoing resolution was duly seconded by Torkelson. <br />Roll Call Vote: Keis/Torkelson/Fischer/Montour/McGraw <br />Ayes (5). Nays (0). Resolution declared adopted. <br />PUBLIC HEARING: CONSIDER A MINOR SUBDIVISION OF VACANT LAND, <br />PARCEL ID#072922420118 AND JOIN WITH THE PROPERTIES AT 145,161 AND 165 <br />VIKING DRIVE EAST <br />The Community Development Director reported that Ryan Sandstrom, the property owner of 145 <br />Viking Drive East, has applied for a minor subdivision of the 2.04 acre vacant parcel on the <br />north side of his property. She explained that Mr. Sandstrom purchased the vacant parcel from <br />Ramsey County and is requesting to subdivide it into three parcels that would each be added to <br />the rear of the single-family properties at 145, 161 and 165 Viking Drive East. She noted that <br />the vacant parcel is also zoned R-1, Single Family and this request is consistent with the <br />Comprehensive Plan. She reported that the Planning Commission unanimously recommended <br />approval at its July 9th meeting, and she has not received any comments from the notices that <br />were mailed. <br />McGraw asked if these lots could ever be subdivided and developed. The Community <br />Development Director stated that most of the vacant parcel is low-lying and access would be <br />difficult. <br />There were no comments from the public. Upon motion by Keis, seconded by Montour, the <br />public hearing was closed. <br />
