MINUTES <br />CITY COUNCIL <br />JULY 22, 2020 <br />Fischer introduced the following resolution and moved its adoption: <br />RESOLUTIONNO. 2020-7-91 — APPROVING A MINOR SUBDIVISION OF VACANT <br />LAND, PARCEL I0#072922420118, AND JOINING EA CH SUBDIVIDED LOT TO THE <br />REAR OF THE PROPERTIES AT 145,161 AND 165 VIKING DRIVE EAST <br />The foregoing resolution was duly seconded by Montour. <br />Roll Call Vote: Keis/Torlcelson/Fischer/Montour/McGraw <br />Ayes (5). Nays (0). Resolution declared adopted. <br />PUBLIC HEARING: CONSIDER ORDINANCE 846, AMENDING LITTLE CANADA <br />ZONING CODE CHAPTER 915, PLANNED UNIT DEVELOPMENT <br />The Community Development Director explained that the City has been in the process of <br />updating the Planned Unit Development zoning code chapter 915 in order to better serve the <br />needs of the City in terms of development and redevelopment. Bill Weber, Weber Planning <br />explained that this will allow for flexibility in site design and result in a better quality of <br />development than would otherwise be possible, and act as an overlay to an underlying district, <br />not as a conditional use or its own zoning district. Mr. Weber stated that since the workshop <br />discussion, he has removed the references to a density bonus or private streets. He stated that <br />there has likely been too much reliance on PUD zoning which makes it difficult for property <br />owners and city staff. The Community Development Director noted that the Planning <br />Commission reviewed this language at their June 11, 2020 meeting and recommended approval. <br />There were no comments from the public. Upon motion by Torkelson, seconded by Keis, the <br />public hearing was closed. <br />Torkelson introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2020-7-92 —ADOPTING ORDINANCE 846, AMENDING <br />LITTLE CANADA ZONING CODE CHAPTER 915, PLANNED UNIT <br />DEVELOPMENT OVERLAYDISTRICT AND APPROVE PUBLICATION OF <br />A SUMMARY ORDINANCE <br />The foregoing resolution was duly seconded by McGraw. <br />Roll Call Vote: Keis/Torkelson/Fischer/Montour/McGraw <br />Ayes (5). Nays (0). Resolution declared adopted. <br />PUBLIC HEARING: CONSIDER ORDINANCE 844, AMENDING LITTLE CANADA <br />CITY CODE CHAPTER 601, NUISANCE <br />The Community Development Director explained that the proposed changes were made based on <br />updated needs of the City to ensure better code enforcement of nuisances, and update outdated <br />language. <br />M <br />
