MINUTES <br />CITY COUNCIL <br />DECEMBER 2, 2020 <br />ANNOUNCEMENTS <br />Keis announced that City Hall is closed to the public through at least December 31, but staff are <br />working and answering the phone. The Parks & Rec/Community Services Manager reported that <br />collections for One Warm Coat and Toys for Tots are going on for the next two weeks. He noted <br />that the Cookies with Santa event will not be held this year and the City has decided not to do <br />any other Christmas events due to the pandemic. He reported that the LCRA annual Ice Fishing <br />Contest has also been canceled. <br />PUBLIC HEARING — MODIFICATION TO THE REDEVELOPMENT PLAN FOR <br />REDEVELOPMENT PROJECT AREA NO. 1 AND THE PROPOSED MODIFICATION <br />OF TAX INCREMENT FINANCING DISTRICT N O.3-3 <br />City Administrator Heineman explained that Ehlers had notified staff that there was a need to <br />modify the adopted budget in the TIF Plan for TIF District 3-3 by the end of 2020. He stated by <br />modifying the project area for TIF District 3-3, it would provide additional flexibility for the City <br />to provide assistance on future projects for the remainder of the District. Staff is recommending <br />expanding the boundary of Redevelopment Project Area No. 1 to include potential development <br />and redevelopment sites identified in the City's Comprehensive Plan. <br />Todd Hagen, Ehlers, explained that the budget and project area modifications will enable the <br />City to meet the remaining debt obligations in TIF District 3-3 and provide an estimated $2.2M <br />in additional increment over the remaining 9 years of the District. These funds could be used for <br />qualified costs in Redevelopment Project Area No. 1. Torkelson asked what would be qualified <br />costs in a housing TIF district. Mr. Hagen explained that eligible uses include land acquisition <br />costs, demolition, public and site improvements, or relocation costs. <br />There were no comments from the public. Upon motion by Keis, seconded by Montour, the <br />public hearing was closed. <br />The City Administrator explained that the City Council is only being asked to conduct the public <br />hearing tonight. A resolution will be brought back to the City Council for approval following a <br />review by the Planning Commission at their December 10 meeting. <br />PUBLIC HEARING —ADOPTING THE LITTLE CANADA 2040 COMPREHENSIVE <br />PLAN <br />The Community Development Director reported that the visioning and goal setting process for <br />the City's updated Comprehensive Plan initially began in 2017 and through tremendous work, <br />coordination, and engagement, is now ready for final adoption. She stated that after the Plan was <br />initially approved by the City Council May 28th, City Staff and consultant Bill Weber, worked <br />closely with Metropolitan Council staff to review and address comments on the Plan. She noted <br />that the Plan was deemed complete by the Metropolitan Council and on November 18, 2020. <br />She explained that the Comprehensive Plan consists of ten chapters: Introduction, Land Use, <br />Housing, Natural Resources, Parks and Trails, Transportation, Surface Water Plan, Wastewater, <br />Water Supply and Implementation. <br />2 <br />
