Upon motion by Torkelson, seconded by Fischer, the <br />public hearing was closed. <br />Torkelson introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2020-12-157 — ADOPTING THE FINAL 2040 <br />COMPREHENSIVE PLANAND COMPREHENSIVE SEWER PLAN <br />The foregoing resolution was duly seconded by Fischer. <br />Roll Call Vote: Keis/Fischer/Montour/Torkelson <br />Ayes (4). Resolution adopted. <br />2021 STREET IMPROVEMENT FEASIBILITY REPORTS & CALL FOR A PUBLIC <br />HEARING <br />The City Engineer reported that there are two street improvement projects proposed for 2021, <br />Greenbrier Circle and Old County Road C, and both streets are in the City's five-year Capital <br />Improvement Plan. He explained that Greenbrier Circle was originally constructed in 1974 and <br />Old County Road C was upgraded around the late 1970's and both roadways are deteriorated <br />beyond the point of a mill and overlay. He stated that the proposed improvements consist of <br />reconstructing both roadways and the addition of concrete curb and gutter, along with checking <br />water main gate valves and hydrants to replace bolts, sanitary sewer manhole adjustments and <br />infiltration and inflow repairs, storm sewer improvements and possible addition of rain gardens if <br />required. He reported that as a part of the reconstruction process, the pavement width will be <br />reduced from 29 feet wide to 26 feet wide measured face of curb to face of curb on Greenbrier <br />Street, and Old County Road C varies from 26'-28' wide and is proposed to be reconstructed to <br />26 feet wide. He noted that the street width reduction is recommended due to the low volume <br />nature of the roadways and it provides many long-tenn cost saving benefits. <br />
