The repair is going to be a difficult one because of the slope involved, the tree and brush growth, <br />and the material that has been deposited into the pond from the slope washout. Staff contacted four <br />contractors to get quotes for the repair. The results are shown below. <br />-Standard Contracting: $155,129 <br />-Northwest Asphalt: $166,000 <br />-Frattalone Companies: $75,123 <br />-St. Paul Utilities: $73,000 <br />The two low quotes both came from Little Canada-based companies. Both have heavy workloads <br />this summer that meant they wouldn’t be able to get to the washout until late-August or September <br />at the earliest. Frattalone had even mentioned the possibility of using a sub-contractor to get the job <br />done. <br />On Wednesday, July 24, a representative from St. Paul Utilities called the City Engineer and said <br />they have to move off a site they are currently working on due to a labor strike of some sort. They <br />expressed interest in getting their crew some work by starting this job on Monday, July 29. It is <br />staff’s recommendation that the work be completed as soon as possible to protect the street. If more <br />water flows through the pipe and erodes the slope it could work back towards the road and <br />undermine the curb and roadway. <br />The other factor in this repair is there is not an easement over the pipe and all of the work to be <br />completed is located on Abbott property. They have been very accommodating to date on projects <br />like this on their property and staff will make contact with them and request permission to complete <br />this repair as well. <br />Staff recommends approval of the St. Paul Utilities quote of $73,000 to repair the storm sewer <br />washout on County Road B2 so that work can begin on Monday, July 29. There are no funds <br />budgeted for this work since it was not known there was a problem, but funds will be used from the <br />450 fund (infrastructure improvement fund) to pay for the repair.
