STAFF REPORT <br />TO:Mayor Keis and Members of City Council <br />FROM:Bill Dircks, Public Works Director <br />DATE:July 24, 2019 <br />RE:County Road B2 Emergency Storm Sewer Repair <br />There is a storm sewer pipe on County Road B2 that picks up flows from a small area around <br />Abbott’s two properties on County Road B2. At some point in the past year or so that pipe <br />detached from the catch basin and the slope has been washed out. The pipe drops approximately 40 <br />feet from the road down to a pond south of the road. <br />County Road B2 was a Ramsey County-maintained road until the late-1990s. There is an old <br />corrugated metal pipe that was laid down the hill by the County many years ago and they had <br />connected a few sections of concrete pipe from the catch basin in the road to the metal pipe. When <br />the road was reconstructed in 2005, the catch basin was rebuilt and one section of concrete pipe was <br />replaced and attached to the existing concrete pipe that connected to the metal pipe. <br />The pipe and the slope it is buried in are very difficult to see from the street. Abbott has a <br />decorative fence running along the boulevard and there is heavy tree cover on the entire slope. Staff <br />was made aware of the washout by Abbott employees who had spotted it while doing other <br />maintenance in the area. See below for a street view look at the area from 2011. <br />
