MINUTES <br />CITY COUNCIL <br />DUNE % 2021 <br />working on plans to address the problem areas. The Public Works Director explained the City had <br />25 snow events in the 2020-2021 winter where 262 tons of salt was used. The City's snow plow <br />operators do a very good job of minimizing their use of salt, and less salt is used when actual <br />plowing occurs rather than just the small snowfalls where only salt is put down. <br />Torkelson asked what the public should know about illicit dumping into the stormwater system, <br />such as should residents be washing their cars in the driveway. The Public Works Director <br />explained there are storm drain safe car wash soaps, but most of the illicit dumping is from people <br />or businesses dumping things like gas, paint, cleaning products or chemicals into the storm drain. <br />He stated that if anyone sees that happening, they should call the city right away to report it. <br />Keis opened the public hearing. There were no comments from the public. <br />Upon motion by Keis, seconded by McGraw, the public hearing was closed. <br />CONSENT AGENDA <br />Torkelson introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2021-6-76 — APPROVING THE CONSENT AGENDA WHICH <br />CONTAINS THE FOLLOWING. - <br />Approval of the Vouchers <br />Approve Contract with Northwest Asphalt & Maintenance for 2021 Street <br />Crack Filling <br />The foregoing resolution was duly seconded by Fischer. <br />Ayes (5). <br />Nays (0). Resolution adopted. <br />APPROVE HIRE OF PUBLIC WORKS UTILITIES SUPERVISOR <br />The Public Works Director explained that the Public Works and Parks departments were <br />reorganized and a new Utilities Supervisor position was created. He stated this position will be in <br />charge of the water, sanitary sewer, storm sewer, and GIS systems and will work closely with the <br />Streets/Fleet Supervisor and the Parks Supervisor to coordinate work flow and the use of <br />employees. He reported that this position will spend a large percentage of time working in the field <br />along with other staff, and will also help to integrate the GIS system into the departments more to <br />include work orders and record keeping. <br />The Public Works Director explained that six applications were received for the position and two <br />candidates were interviewed and it was decided to promote Alex Evenson who is a current public <br />works maintenance employee. He stated that Alex has been a Little Canada employee since 2014. <br />He worked for four years as a seasonal and then was appointed as the first Public Works <br />Apprentice, and following a successful stint as an Apprentice, he was hired as a full-time member <br />of the Public Works Department in 2019.
