<br />Street Projects <br />City staff received some good news recently regarding the proposed schedule for street <br />improvements. Staff and City Engineer Mark Kasma met with representatives from Ramsey <br />County on Monday, August 19th. Ramsey County agreed to partner with the City to improve <br />County Road D from Payne Avenue to Greenbrier Street in 2020. A storm sewer pipe will be <br />extended to Greenbrier, which allows Greenbrier to be reconstructed in 2020. The City will <br />improve County Road D to the typical section decided on by the County and will be reimbursed <br />by the County. The City may incur some costs as part of this work, but staff does not anticipate <br />these to be very high. <br />The Greenbrier public hearing was held last January and it was decided that if the project went <br />forward in 2020, an additional public hearing would not be required. Bolton and Menk will <br />utilize the preliminary plans developed by Elfering & Associates rather than starting from <br />scratch, saving additional time and money. A meeting between the two firms will be scheduled <br />in the near future. <br />Since no street improvement projects were completed in 2019, it was determined that another <br />project could be added in 2020. Due to the nature of the repair and proximity to the Greenbrier <br />project, staff is recommending that Allen Avenue (from Centerville to Edgerton Street) be added <br />to the 2020 schedule. A full depth reclamation and re-paving is proposed for the entire stretch of <br />road along with the typical curb and gutter replacement and utility repairs as needed. <br />Bolton and Menk is working on the plans and specifications for the Little Canada Road <br />paver/sidewalk project. The project will be bid in the winter and the work window will span <br />from May through mid-July so that it is ready for Canadian Days next year. <br />Future Street Projects: <br />Looking further into the future, one of the key streets to focus on is Twin Lake Boulevard which <br />will be a partnership effort with Vadnais Heights. Staff would like to get this street completed in <br />2021 but needs to make sure Vadnais Heights is ready to move this project forward as well. <br />Another important project is Woodlynn Avenue, which is scheduled for 2022. This will be a <br />difficult street as there is no defined edge between the business parking lots and the street. <br />Country Drive from the railroad tracks to Little Canada Road has been broken up into two <br />sections at South Owasso Boulevard to reduce the budget impact to the City as well as the <br />assessment impact to local businesses. This can be looked at in further detail as we get closer to <br />the project. <br />Ramsey County has included the remainder of County Road D from Greenbrier to Maple Leaf <br />Court in Maplewood in the County’s 2023 Transportation Improvement Plan, so the CIP <br />includes funds for the City’s portion of those costs. Ramsey County also said Rice Street has <br />been removed from the five-year plan and is being re-evaluated to determine what kind of <br />project is needed and when it will occur. <br /> <br /> <br />
