MINUTES OF THE REGULAR MEETING <br />PLANNING COMMISSION <br />LITTLE CANADA, MINNESOTA <br /> <br />SEPTEMBER 12, 2019 <br /> <br /> Pursuant to due call and notice thereof a regular meeting of the Planning <br />Commission of Little Canada, Minnesota was held on the 12th day of <br />September, 2019 in the Council Chambers of the City Center located at 515 <br />Little Canada Road in said City. <br /> <br />Chair Bill Buesing called the meeting to order at 6:30 p.m. and the <br />following members of the Planning Commission were present at roll call: <br /> <br />PLANNING Mr. Bill Buesing <br />COMMISSION: Mr. Chris Kwapick <br /> Ms. Taelor Johnson <br />Ms. Dawn Kulousek <br /> Ms. Nicole Westadt <br />Mr. Eric Thorson <br />Mr. Nick Schwalbach <br /> <br /> ALSO PRESENT: Mr. Chris Heineman, City Administrator <br /> Mr. Steve Grittman, Consulting Planner, NAC <br />Ms. Heidi Heller, City Clerk <br /> <br /> <br />The August 8, 2019 Planning Commission meeting minutes were approved <br />as submitted. <br /> <br /> <br />The City Administrator reviewed the history of 5-year interim use permits <br />since 2003 for aggregate stockpiling and recycling operations at Fra-Dor . <br />He explained that Frank Frattalone has owned this property for many years, <br />and the current interim use permit is expiring at the end of October. <br /> <br />Tony Frattalone, with Fra-Dor and Frattalone Companies, and Justin Boss, <br />General Manager of Fra-Dor reviewed a presentation that explains their <br />business and history in this location. Mr. Frattalone explained that they try <br />to be the best neighbor they can be, and they take good care of the property <br />and have pride in what the site looks like. He noted that they give Little <br />Canada residents a discount and help keep concrete and other construction <br />materials out of the landfills. He stated that they have an agreement with the <br />City and pay a fee on all of the gravel that they sell, and have given the City <br />$200,000 over the last 10 years.
