MINUTES <br />PLANNING COMMISSION <br />SEPTEMBER 12, 2019 <br /> <br /> - 2 - <br />amount of taxes to the city, and that size of building would likely not be <br />possible on this site due to the poor soils. <br /> <br />Mr. Frattalone stated that they want to stay in the community and have <br />improvements planned if they are able to get their interim use permit <br />renewed. He stated that they are always trying to keep their noise levels <br />down in order to be a good neighbor. He stated that the soils are not very <br />good in the Ryan Industrial Park and on their property, and it is difficult to <br />build in this area. He explained they have plans to improve both of the <br />buildings on the exterior, interior remodeling to function better for their <br />employees, and additional landscaping along Country Drive. Mr. Boss <br />noted that they are regularly watering the yard in order to keep the dust <br />under control. He stated that they have plans to pave more of the yard area <br />which will improve the look, along with additional dust control. <br /> <br />Mr. Frattalone explained that the whole Ryan Industrial Park area is full of <br />peat. He reported that their building at 3137 Country Drive was built 20 <br />years ago on top of the peat on a floating slab, and is still moving due to <br />the poor soils. <br /> <br />Roger Stanke, owner of 209 Ryan Drive, stated that he was the first <br />industrial property owner in the Ryan Industrial Park in 1974. He stated <br />that he has talked to several property owners in the industrial park, and no <br />one he has talked to has any objections to Fra-Dor continuing to operate as <br />is. He noted that they have no complaints about dust control or debris on <br />the streets. <br /> <br />Schwalbach stated that he echoes Mr. Stanke’s comments. He explained <br />that he owns the building across the street at 3100 Country Drive, and sees <br />the Fra-Dor trucks sweeping the road regularly to keep the area clean. <br /> <br />The City Administrator explained that the Planning Commission is asked <br />to make a recommendation on the Interim Use Permit renewal to the City <br />Council. He stated that Mr. Frattalone has requested at least a 20-year <br />interim use permit this time since he has plans for several improvements to <br />the buildings and property. He noted that the City Council has discussed <br />this at a workshop and are supportive of renewing the interim use permit <br />for a longer time period, along with removing some of the requirements in <br />the agreement, such as listing the property for sale, that has been a <br />condition of the interim use permit. <br /> <br />Buesing asked if the property were sold, would the interim use permit <br />extension stop, or does it continue until the end of the term. The City <br />Administrator stated that the difference of an interim use permit is that it is <br />specific to the user and does not run with the land.
