Common issues <br /> There are a number of questions that frequently arise for cities concerning <br />newspaper publication. Among these questions are the following: <br /> • What must cities publish? <br />• Can the city have a city newsletter and use it as its official newspaper? <br />• Can a city publish notices in addit ional newspapers? <br />• What if one of the council members owns or works for the official <br />newspaper? <br />• What if there is a mistake in a publication? <br />• Can publication requirements be met using the city’s web site? <br /> A. What cities must publish <br /> There are many items cities must publish. The most common ones include <br />the following: <br />Minn. Stat. § 412.191, subd. <br />3. • Minutes. Some statutory cities must publish the minutes of their <br />meetings. <br />Minn. Stat. § 412.191, subd. <br />4. • Ordinances. All statutory cities mu st publish their ordinances before <br />they can take effect. <br />Minn. Stat. § 471.345, subd. <br />3. Minn. Stat. § 412.311, <br />subd. 1. <br />• Advertisements for bids. All statutory cities must publish <br />advertisements for bids if a contract will be let using the competitive- <br />bidding process. <br />Minn. Stat. § 471.6965. <br />Minn. Stat. § 471.697. Cities must publish a variety of financial <br />reports including summary-budget statements, annual financial reports <br />or summaries, municipal liquor store balance sheets, and annual tax <br />increment financing (TIF) statements. <br />Minn. But cities generally may also post and publish the <br />notice instead of mailing it. The League creates a calendar of many of these <br />dates each year.
