STAFF REPORT

TO: Mayor Keis and Members of City Council

FROM: Bill Dircks, Public Works Director
DATE: November 6, 2019
RE: Metropolitan Council I&I Grant Resolution

Action to be considered: Approve resolution to authorize application and execution of the Metropolitan
Council’s 2017 municipal inflow and infiltration grant program.
Background: The Metropolitan Council has another grant program for partial funding of projects that
help eliminate or reduce inflow and infiltration into the sanitary sewer system. They had a similar
program from 2014 to 2016 that the City was able to receive grant funds for some work that was done
on street reconstruction projects as well as manhole repairs.
Due to the fact that there were no street projects in 2019 and there was an engineering transition, staff
was not able to put together a large project to receive the maximum amount of funds available to the
City. A manhole sealing project was put together to have three manholes completely sealed from top to
bottom to eliminate water leaking into the manholes through cracks in the concrete. Bids were received
from two contractors who perform this type of work and the bid from R & H Painting was accepted.
The total cost of the work was $12,391. Based on the formula used by the Metropolitan Council, the
City should receive $3,097.75.
Staff Recommendation: Approve the resolution authorizing execution of the grant program.
