Fire (Page 20) <br />Fire has been separated into a new category in order to more clearly identify the capital projects related <br />to Fire. There are not any major projects proposed for 2020. As in past, funds have been included to <br />replace the furnace ($12,000) and air conditioner/ furnaces ($30,000). These funds will only be used if <br />replacement is needed in 2020. The reserve line of $41,910 is the amount that has been requested by <br />the LCFD as part of the 2020 budget. The City levies $160,000 in property taxes for fire equipment. <br />The next large fire items to be replaced are the fire radios ($160,000) in 2021 and the aerial truck <br />($1,352,000) in 2022. All large fire vehicles and equipment have been included in the plan due to the <br />large replacement cost. If an item will not be replaced by 2024, the anticipated replacement costs are <br />identified in the future column. <br />Parks & Recreation Department (Page 21-22) <br />The Parks & Recreation Commission has continued to be involved in Capital Improvement Projects (CIP) <br />planning. The Commission sets a top three priorities for the year, which helps staff work towards those <br />goals. For 2020, the top priories by the Commission are to complete the Gervais Mill entrance <br />($51,750), to complete the Pioneer Park Master Plan process ($30,000), and to complete the Spooner <br />Park Lower Shelter ($75,000). <br />The Parks Master Plan is also being used as a guiding document to program Parks & Recreation capital <br />projects. It should be noted that financial considerations were not a part of the Parks Master Plan. The <br />plan is meant to guide future park decisions based on the input that was received during the planning <br />process. As projects that were identified in the Parks Master Plan are added to the CIP, a plan for <br />financing these projects will need to be developed. <br />In addition to programmed projects, the City has the unique opportunity to add even more <br />enhancements to our parks system with donations from the Little Canada Recreation Association (LCRA). <br />Staff has met with the LCRA and has identified projects that fall within the LCRA’s mission. These are <br />projects that have had their initial support and that they would consider funding. A list of those projects <br />is below. If not funded by the LCRA, those projects would not be going forward in 2020. <br />Potential projects funded by the LCRA in 2020: <br />•New rink boards at the Old Fire Hall (OFH) rink. The anticipated price for new rink boards, <br />fencing, concrete work, and installation is $102,400. <br />•Electronic scoreboard at Gilbertson Field. The anticipated price for the scoreboard and <br />installation materials is $12,550. <br />Highlights of the 2020 projects are as follows: <br />•Gervais Mill Entrance - Upgrade and enhance the Gervais Mill Park Entrance (Noel Street side). <br />The Parks & Recreation has recommended a preliminary design and staff will be working on <br />getting bids to begin the project in spring 2020. This project was one of the top priorities the <br />Commission set for 2019. At this time, the anticipated price for the project is $51,750. <br />•Spooner Park Lower Shelter – This item was identified in the Parks Master Plan as needing <br />major improvements. A new open-air shelter structure will be put up and a concrete patio <br />area. The site will also see drainage improvements. The anticipated price to complete the work <br />is $75,000. <br />4
