Levy Changes since the Preliminary Levy was adopted in September: <br />Since the preliminary levy was adopted in September, the following changes have been made: <br />Description <br />$3,505,960 Preliminary Levy <br />(40,000) Utilize 2019 building permit revenue to scan paper address files <br />6,630 Increase Recreation Coordinator position to 25 hours per week <br />4,850 Increase Council Contingency from $10,150 to $15,000 <br />2,390 Minute taking services for Planning Commission and P&R Commissions <br />1,500 Staff development opportunities for City staff <br />1,890 Health insurance premiums <br />(1,500) Audit preparation savings and cleaning contract savings <br />(2,437) Miscellaneous Changes <br />$3,479,283 Final Proposed Levy <br />Based on this proposed levy, the City’s tax rate is proposed to decrease 1.74% from 26.131 to 25.676. <br />The median home in Little Canada, as calculated by Ramsey County, increased 8.6% in value from <br />$255,800 in 2019 to $277,800 in 2020. Based on tax capacity amounts from the County, the impact on <br />this median value home in Little Canada will realize an increase in City taxes from $631 in 2019 to <br />$682 in 2020 (increase of $51 or 8.1%). <br />The largest impacts to the 2020 levy are as follows: <br />•Addition of Public Works Maintenance I position / Public Works Apprentice position <br />(Impact of $23,490 on General Fund) <br />•Increase of $33,037 in contract for police services with Ramsey County Sheriff’s <br />Department <br />•Increase of $20,500 in election costs since 2020 is an election year <br />•Increase of $13,766 in contract for fire services with Little Canada Fire Department <br />•Increase of $13,750 for Public Works Department contractual services <br />•Public Works Department work crew services moved from General Capital Infrastructure <br />Fund to General Fund $12,500 <br />•Increase of $6,050 in contract for emergency dispatch services with Ramsey County <br />•Health insurance savings of $17,400 realized in the levy due to the City switching to a new <br />health insurance provider in 2019. These savings were used to fund personnel increases in <br />salaries and benefits. <br />•Engineering savings of $19,000 is realized in the proposed levy due to a new contract for <br />general engineering services that was negotiated in 2019.
