The Little Canada tax rate <br />is based on the final proposed levy of $3,479,823. <br />Council Contingency: <br />A Council Contingency was added to the 2020 General Fund Budget. The proposed amount is <br />$15,000. The Contingency allows Council a means to fund unforeseen events. The City incurred <br />$84,081 during the Twin Lakes emergency in 2019. We anticipate receiving $64,600 of this amount <br />from FEMA. While there were budget savings in 2019 to cover the $20,000 difference, this may not <br />be the case in future years. <br />If the City Council would like to reduce the impact of the new “Council Contingency Fund” on the <br />proposed levy, reductions the Council Contingency would impact the levy as follows: <br />Council <br />Contingency Levy <br />Levy <br />Increase <br />from 2019 <br />$10,000 $3,474,155 4.04% <br />$5,000 $3,469,027 3.886% <br />$0 $3,463,898 3.733% <br />Salary Scales: <br />A 2.8% salary increase in the salary schedule is proposed for 2020. The increase in based on a <br />weighted average of the COLA increase from a survey of cities between 5,000 and 15,000 in <br />population (75%), and the CPI increase for the Minneapolis/St. Paul/Bloomington region from M arch <br />2018 to March 2019.
