TO:Mayor Keis and Members of City Council <br />FROM:Chris Heineman <br />DATE:February 12, 2020 <br />RE:Resolution of Support for CDBG Funding <br />STAFF REPORT <br />ACTION TO BE CONSIDERED: <br />The City Council is asked to consider approval of a Resolution of Support for an application from <br />Aeon for Community Development Block Grant (CDBG) funding from HUD administered by the <br />Ramsey County Housing & Redevelopment Authority (HRA). <br />BACKGROUND: <br />The Community Development Block Grant (CDBG) Program provides annual grants on a formula <br />basis to entitled cities and counties to provide decent housing and a suitable living environment. The <br />Ramsey County Housing and Redevelopment Authority (HRA) utilizes CDBG funds & <br />partners with multi-family residential rental properties to create or maintain affordable housing units. <br />City staff has been in communication with Community Development Specialist Mary Lou Egan from <br />Ramsey County regarding the availability of CDBG funds to assist with projects in Little Canada. <br />One of the projects that we are seeking funding for is the proposed sidewalk extension on the south <br />side of Allen Avenue. Another potential project that staff has been working on is funding for window <br />and patio door replacement at Provinces Apartments. The property owner (Aeon) will be submitting <br />an application for $500,000 in CDBG funds and the Ramsey County HRA will be consider the <br />application on February 18. <br />Aeon is a multi-family residential housing provider in the Twin Cities. Since 1986, Aeon has <br />built, purchased or renovated 4,440 apartments and townhomes that provide stability to over <br />9,000 people each year. Aeon acquired the Provinces Apartments at 155 East Little Canada Road <br />in 2018. This 118-unit apartment building is considered naturally occurring affordable housing <br />(NOAH) and currently has several deferred maintenance issues. Aeon has made several major <br />repairs, including major repairs to sanitary sewer mains and water mains. <br />Staff is working with Aeon to apply for a Community Development Block Grant (CDBG) through <br />Ramsey County HRA to secure funding for the much needed window and patio door replacement. <br />The City is asked to demonstrate our support for CDBG funding, and staff has prepared the <br />attached Resolution of Support for Aeon to include in their grant application. <br /> RECOMMENDED ACTION: <br /> Staff recommends City Council approval of the attached Resolution of Support
