Kasma, P.E., City Engineer <br />DATE:February 17, 2020 <br />RE:Little Canada – 2020 Sewer Rehabilitation Project <br />ACTION TO BE CONSIDERED: <br />Motion to award the Little Canada 2020 Sanitary Sewer Rehabilitation Project to Hydro-Klean, <br />LLC in the amount of $110,946.30. <br />BACKGROUND: <br />The City has been looking into sanitary sewer lining as a rehabilitation option for a number of <br />years. It was brought forward during discussions of the 2020 Capital Improvement Plan and was <br />included in the 2020 CIP and funds were also budgeted in future years. <br />On February 14, 2020 quotes were opened for the City’s 2020 Sanitary Sewer Rehabilitation <br />Project. Since the construction cost was anticipated to be less than $175,000 and there was the <br />need to facilitate quick competitive pricing, the City prepared plans and specifications along with <br />an invitation to be competitively quoted between five (5) contractors per MN Statute Section <br />471.345 Subd. 4. <br />The project consisted of approximately 5,000 LF of 8” cured-in-place (CIPP) pipe rehabilitation <br />with alternate bids to facilitate pricing for multiple completion date scenarios as discussed below. <br />The CIPP will take place along the entire stretch of Greenbrier Street as well as County Road D <br />from the west side of Arcade to County Road D. These areas were televised in advance of the <br />2020 street reconstruction project and there was evidence of infiltration in more than 50% of the <br />pipe joints, making these areas perfect candidates for a CIPP project. <br />Base Bid – Completion of the work prior to May 1st, 2020. <br />Bid Alternate 1 – Completion of the work prior to December 31, 2020. <br />The following bid abstract identifies the range of bids for the Base Bid and the Alternate.
